WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes June 24, 2013 The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:04pm Cecil Salinas led the invocation. Attendance: Members: Chairman: Jeff Koteles, Secretary: Linda Patenaude, Vice Chair: David Weaver, Diana Cole, Julie Davis, Tom Frame, Mike Troutman and Cecil Salinas Commissioner Jeff Domenico and Mary Lou Ramon Guests: Mike McKenzie‐BCPD Emergency services, Darlene Norman, Robin Lester, and Sharon Newell City staff: Marcie Gillette Chair Notes/Correspondence/Announcements: Jeff reported that the zoning board of appeals met 6‐11‐13 to review a zoning variance petition. Planning meeting was cancelled for June 26th. Additions or Deletions to Agenda: Fireworks ordinance was added under new business. Minutes: Mary Lou Ramon motioned to approve May 2013 minutes with support from Julie Davis. Minutes were unanimously approved. Police Report: No patrol officer present. Written reports were provided by the city. Public Service Announcements from Commissioners: Commissioner Domenico reported that packets to run for the city commission are available now until August 13th. Election is in November. The budget process was arduous but is completed. Horseshoe Pond and Lynwood projects for water relocation, are moving forward. Commissioner Ramon said that the Columbia Ave BID is up for renewal. She reported that she heard from Rick Christian and other individual business owners, including Riverside Country Club, John Thompson, and Darrell Price, that many don't want the BID and are against it. She reported that BCU received $20,000 annually as the fiduciary. She requested the lists from BCU of the business involved (possibly 120) and wanted to inform the individual business of their rights to not participate. Cheryl Beard of BCU was not cooperative in providing her that information. She will not vote to approve the BID unless she hears from a majority who want it. She is checking into last month's concerns about the narrow streets in the Ferndale Court, Lyndale and WaWenork area. a. Membership : Linda Patenaude said we are still looking for new members. b. Beautiful Battle Creek Award‐ 1299 S.24th St. We would like to have at least three extras, so please bring more to each meeting or e‐mail them to Linda at Lptaguru@aol.com c. Neighborhood Planning‐ The 6‐26 meeting was cancelled d. Woodland Park‐ no report. Jeff Koteles said he had been enjoying the park along with many others. City Staff Report: Marcie Gillette handed out code reports. Jeff 24th and Blackhawk has a caved in place of the road next to the storm sewer. Also along Buick and Hupp there is a storm sewer that is covered over with new road material. Old Business: Robin shared that her neighbors who have been bullying her for over 2 years are still at it. Jeff Domencio and the police and the prosecutor all have been involved but no resolution has occurred. It was discussed to include our County Commission Kathy Sue Dunn in the situation and see if she can do something. Mike Mckenzie will also check into this. New Business: Fireworks are only supposed to be legal for 12 holidays and the day before and the day after each, according to the city ordinance adopted last year. Dispatch has been giving mixed messages whether fireworks is a police matter. Mike McKenzie said he would also look into that. Program: Mike McKenzie, presented on emergency preparedness. Calhoun county has 3 FEMA teams that respond to different types of situations. The goal is 300 trained volunteers in 3 years to assist with emergency situations. We now have 108. Community involvement is needed. Training requires 20 hours. Six hundred school staff members, in our area, have been trained for emergency situations.
