Meeting Minutes
November 25, 2013
The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:00pm
Attendance:
Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude
Diana Cole, Pete Francisco, Joyce Garrett, Mary Lou Ramon ,Mike Troutman, Darlene Norman
Guests: Vice‐mayor Deb Owens

Additions/Deletions to the Agenda Mary Lou Ramon wants to be added to new business
Minutes: Mary Lou Ramon motioned to approve October 2013 minutes with support from Joyce Garrett. The
minutes were unanimously approved.
Police Report: No officer present. Marcie passed out crime reports. Crime stats reports are being changed over
to a new system that should reflect our area.
Public Service Announcements from Commissioners:
The city commission is looking into the issue of having food trucks in the downtown area. Our input is
requested at public input meetings.
Urbandale was hit hard with the storm and many people were without power for many days.
Michigan Avenue is being redone in 2014 with lots of funding coming from federal funded state
programs.
Speed limits have went up along Columbia Ave. The speed limit by the Junior High is 45 mph except
when school is in and the lights are flashing.
Committee Reports:.
a. Membership: Several people called in tonight. Is was recommended that Deb Owens become a member
of our NPC. She is already a member of Urbandale’s so cannot be a member of both.
b. Beautiful Battle Creek Award‐. Checkers on Columbia Avenue was recommended by Mike Troutman.
Also, 1550 Iroquois Avenue was nominated.
c. Neighborhood Planning: Planning Commission will be looking at zoning on a property on Columbia
Avenue (Christman Stair Company) as a rental.
d. Woodland Park‐ Joyce Garrett said the city approved the trail names. She will be ordering the signs
shortly and possibly posts. The city will provide new brochures with the trail names. It was suggested to
put a “you are here” on the maps and QR codes. Spring clean‐up will be upcoming. Looking for help to
spread wood chips.
New Business Linda and Joyce were asked to be in charge of officer nominations for 2014.
City Staff Report: Marcie handed out reports. She followed up on the dangerous building, 1860 W Columbia
Ave. It has been on the dangerous list since March 2012. Conditions are not corrected the violations and it is in
the court process now over violations..
Yard waste is being dumped in the Windamere neighborhood. If the lot is owned by the residents it is not a city
code issue. The neighborhood association should be contacted.
Pete Francisco asked for updates on the Westlake storm drains project. Assessments are being levied for the
homeowners impacted. Jeff Domenico has led the charge on this and can be contacted.
Old Business; Mary Lou shared that another NPC commended our NPC for doing a nice job holding our
meetings. Mary Lou also shared that she is going to become a member of the special assessment board of
review for the city.
Jeff is trying to learn more about the special assessments for the water, drainage, etc.
Program: Presenters cancelled.
Comments for the Good of the Order:
• Linda asked Darlene about getting neighbors together to talk about road closure and narrow
streets and encouraged her to bring members to the January meeting.
• Marcie explained that Wa WeNork and Ferndale court are 2 separate issues.
• Mary Lou talked to neighbors on WaweeNork and many are not in favor of a street closure
• Jeff asked questions about deeded access to Goguac Lake and city assessments that go with
that.
• Darlene has school buses still going up and down her narrow street.
• Linda asked anyone present if they were interested in becoming an NPC officer. She asked they
considered themselves as contacted by nominating.
