Meeting Minutes
June 23rd , 2014
The meeting was held at First Assembly of God Church, 800 S. 24th Street, Battle Creek Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:03 pm
Invocation: MaryLou Ramon led the invocation
Attendance:
Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Julie Davis,
Tom Frame , Mary Lou Ramon, Kevin Kline, Tom Rose, Gary Dodd and Diana Cole and Joyce Garrett
Guests: Larry Bowron, Early Stephens, Miles Weaver and Helen Guzzo
City staff: Officers Tillman and Perin and Eric Morris

Additions/Deletions to the Agenda : Neighborhoods Inc. possible financial assistance was added to
new business
Minutes: Mary Lou Ramon motioned to approve the April minutes with support from Joyce Garrett.
The minutes were unanimously approved.
Police Report: Officer Tillman passed out crime reports. He addressed concerns over early fireworks.
Traffic speeding on 24th, & Hupp Road were brought up. Officer was asked to post a police car to
remind people not to speed.
Public Service Announcements from Commissioners: No commissioners present
Committee Reports:.
a. Membership: several members called in.
b. Beautiful Battle Creek Award‐ Now NPC’s can nominate 2 places per month, one residential and
one commercial. 2 nominations this month: 173 Jacaranda Dr and Wenzel Chiropractic was
nominated (539 W. Columbia). Eric Morris offered to give us some suggestions in our area.
c. Neighborhood Planning: none
d. Woodland Park‐ Joyce Garrett said the clean‐up this year was incredibly successful. All the
wood chips were utilized.
City Staff Report: Eric Morris passed out code enforcement reports. Many tall grass reports have
been closed. There were no issues from last month to follow up on. He reminded everyone thinking
about getting those large above ground pools that the city has requirements including fencing and
permits. Check with the city before adding one. Some questions about burning in yards was discussed.
Special Presentation:
Larry Bowron shared that the I‐94 Business Loop in Battle Creek will be re‐routed and a portion of
Skyline Drive closed in a move that could boost Fort Custer Training Center’s chances of being selected
as a ballistic missile defense site. MDOT will close Skyline between Hill Brady and Dickman roads by fall
2015 and will route the business loop through Columbia Avenue to Helmer Road. The airport did some
major tree trimming on Territorial Roads and Helmer road for air traffic safety. The airport is planning
on establishing a “Fly Quiet” program and someone from our NPC will be invited to participate.
New Business: Neighborhoods Inc has some funding available for NPC’s (up to $1,000) that can be
used for the following purposes:
• Neighborhood Projects (such as neighborhood clean‐up, beautification projects)
• Resident engagement and recruiting events: (Block parties to build neighborhood relationships
and neighborhood safety awareness0
• Administrative Support (such as flyer production and printing, signs, meeting supplies, etc.)
Secreatay, Linda Patenaude made several suggestions and would like input from others at the next
meeting. A membership drive with food, prizes, & games may be nice. She would like a new
tabletop welcome sign, some paper for copies, a possible yard sign directing people to our location.
Beautification at the park was another idea. Members are encouraged to come with concrete
ideas to the July meeting.
Comments for the Good of the Order: Early Stephens, of Priorities Michigan, shared that he is an
organizer and helps grassroots people make differences in their communities.
