WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes March 23rd, 2015 The meeting was held at First Assembly of God Church , 800 s 24th Street, Battle Creek Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03pm Invocation: A moment of silence was observed. Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Tom Rose, Karol Henegar, Diana Cole, Mary Lou Ramon, Joyce Garrett Commissioner Jeff Domenico Guests: Carol Quinn, Scott Ganton City staff: Eric Morris, BC Police Sargent Mike Wood, & BC Officer Derick Walters Chair Notes/Correspondence/Announcements: Letter of approval for the Ganton Living Center Jeff drafted and distributed. Placemaking information was shared. Additions/Deletions to the Agenda: Old business is where May meeting changes will be placed. Minutes: February Notes and the January minutes were unanimously approved after a motion by Mary Lou Ramon and seconded by Jeff Domenico with 2 corrections to the January minutes: 1. Under Public Service Announcements from Commissioners: Kudos to the police dept. for going into to the public schools and providing training on how to handle and teaching preparatory measures for emergencies. 2. Under Comments for the good of the Order: Mike Flanders should be Matt Flanders Police Report: Officer Walters will replace Officer Tillman as our ‘neighborhood’ officer through September. He handed out written reports. Assaults are somewhat high in our area, which is a result of everyone being cooped up together in their homes during the cold months.. As spring approaches and the snow melts there may be “meth” debris along the roadside. Please stay away from any bottles with a white cast and/or rubber tubing in them. The department now has 2 dedicated traffic enforcement officers. Their new city police cars that are easily identifiable. Town hall meeting/presentation are ongoing and residents are really encouraged to attend. Public Service Announcements from Commissioners: Jeff Domenico said the commission is: • working closely with BCU who is undergoing many changes • looking at the master plan for the city to utilize it spaces most effectively • will be voting soon on allowing alcohol permits for events in all city public parks Committee Reports:. a. Membership: Membership renewals are upcoming. Neils Magnusson has not attend for well over a year. Dave Weaver motioned removal of Neils Magnusson with support from Jeff Domenico. Vote was unanimous for removal. We now have 16 members. Jeff asked members to ask our neighbors to come please. b. Beautiful Battle Creek Award: None this month c. Neighborhood Planning: Scott Ganton on his Lakeview senior living apartment addition. d. Woodland Park: Joyce shared May 9th will be the big “spruce up” day to spread the wood chips on the trails. There was an article in the Shopper about the park. Eagle Scout projects are underway. Blue bird houses are being replaced. The ‘Pure Michigan’ website was sent photos of the park to use for advertisement. City Staff Report: Eric Morris handed out code reports. Junk accumulations are much lower and the streets are looking better. Bed bugs have been found in a home with children. The building on the corner of Columbia and 29th has been in the system for so many years and is still in bad shape and an eyesore. Old Business: Next Door social website is up and running and we can utilize it if we would like. Info was passed out on how to utilize it. Sub groups can be made in this online ‘community’. After discussion Mary Lou Ramon motioned that the May meeting be cancelled due to Memorial Day holiday. The motion was seconded by Dave Weaver and was unanimous. Special Presentation: Scott Ganton presented the plan for his addition of 11 apartments. Dave Weaver motioned, Joyce Garrett seconded, and council unanimously approved a letter of support for Lakeview Senior Apartments, Scott Ganton’s special use permit. • Comments for the Good of the Order: Dave commented to bring neighbors to see Jim Hettinger next month.
