WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes February 25, 2016 The meeting was held at Lakeview Senior Living, 14661 S. Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03pm Invocation: A moment of silence was observed. Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Tom Rose, Diana Cole, Gary Dodd, Jeff Domenico Guests: Donna Kowalski, Mayor Dave Walters, Vice-mayor Susan Baldwin, Sally Goss, and Matt Miller from City of Battle Creek City staff: Jason Francisco, Officer Derick Walters Chair Notes/Correspondence/Announcements: Jeff will check into the doors being locked during our meetings. Copies of the Battle Creek Area Transportation Study were handed out. Additions/Deletions to the Agenda: Sally Goss will be added under new business to discuss Beautiful Battle Creek. Minutes: Gary Dodd motioned to approve minutes and notes from November 2015 and January 2016. Vote was unanimous. Police Report: Officer Walters passed out written reports on crime statics in our area. We received a special report highlighting overall crime breakdown info. 98% of reports in our area are non-criminal. Public Service Announcements from Commissioners: Mayor Walters discussed priority based budgeting, the winter use of Binder Park and the Fat Bike Festival. He also said the public meetings for the master plan were going on. Susan Baldwin reported that smart meters were being put on all homes and will save manpower by using antennas to transmit meter readings. She also reported that the restructuring of fire station in Battle Creek have had public input. The city has a new website. A question was asked if the city is considering the old Southwest Rehab hospital as a new police station. It is under consideration but no decisions have been made. Committee Reports: a. Membership: Looking for new members. We will check into Westlake Presbyterian with Tom Lipps as its representative as a member. Donna Kowalski has attended a second month and Dave motioned to have her become a member. Motion was unanimous. Her information will be sent to the city commission. b. Beautiful Battle Creek Award None at this meeting. c. Neighborhood Planning: none d. Woodland Park is looking to do a study on putting a boardwalk along the slushy pond area. City Staff Report: Jason handed out written code reports. Old Business: Elections were held and Jeff Koteles will be chair, David Weaver-vice-chair and Linda Patenaude, Secretary. Election was done by acclamation and was unanimous. Special Presentation: Sally Goss from Scene magazine is researching how different NPC’s designate their Beautiful Battle Creek awards. Matt Miller talked about the new water meter network system that transmits data to antennas about home water usage. There are approximately 24 antennas in the city. This will save the city money by not having meter readers. He was asked about fluoride in the water. He said they have reduced it but it does still have fluoride..
