Meeting Notes
May 23, 2016
The meeting was held at Lakeview Senior Living, 14661 S. Helmer, Battle Creek,
Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:03pm
Invocation: A moment of silence was observed.
Attendance:
Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda
Patenaude, Tom Rose, Donna Kowalski, and Diana Cole
Guests: Jeff Domenico
City staff: Jason Francisco, code officer, Helen Guzzo
Chair Notes/Correspondence/Announcements: Jeff sent a letter of support for the Batteries
Plus /Storage units to the planning/zoning commission.
Additions/Deletions to the Agenda: Linda wanted to check into electronic voting by
phone or e-mail
Minutes: No quorum present.
Police Report:
Commissioners Report: None present
Committee Reports:
a. Membership: Need more members.
b. Beautiful Battle Creek Awards: 61 N 29th & 1725 W Goguac were nominated.
c. Neighborhood Planning:
d. Woodland Park The park clean-up was a great success, 25 individuals helped
spread mulch. City is removing the fallen tree by footbridge. Signs, including
‘dog leash’ are being installed.
City Staff Report: Jason handed out written code reports along with a copy of the
international property maintenance codes. Jason also thanked Helen Guzzo for creating
new lists of city contacts to be placed in our binders for easy reference. Speedway
station has really tall grass and the city is aware and is contact the owners. He also
handed out downtown Battle Creek maps and info on the southwest Michigan
community development corporation.
Old Business: Membership for Jeff Domenico was discussed. Jeff D. indicated interest
in remaining on the board. It was brought up by the Chairman that the NPC rules might
have a mandatory requirement, requiring clarity, that ‘a person remain as a committee
member until they are replaced’. In the end Jeff Domenico, not being renewed by
resolution and voting at April 2016 was considered resigned or expired. This issue is to
be researched, there was no process agreement reached by attendees.
The guidelines and the ways other NPC’s have used money from SMCDC were handed
out. Membership was considered our top priority. Linda motioned and received
unanimous support for doing a direct mailing to the registered voters in our area. The
city can provide a computer listing of individuals for a nominal fee $6.26. Linda will
check into getting this done. There will be an e-mail “discussion” on exactly what will be
on the postcards. The idea of keeping it simple. We will mail the postcards in
increments, so as not to overwhelm any meeting. We hope to mail as many out as we
can afford. Light refreshments for our meetings was discussed. Approval from the
Ganton family to put up the signs and discussion of the mailers will be handled by
Linda.
