Meeting Minutes
October 26, 2016
The meeting was held at Lakeview Senior Living Facility, 14661 S Helmer, Battle Creek Michigan
Call to Order & Welcome
Chair, Jeff Koteles called the meeting to order at 7:03 pm
Invocation: A moment of silence was observed
Attendance:
Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Tom Rose,
Mary Lou Ramon, Gary Dodd, MaryJane Cipcic, Diana Cole and Donna Kowalski
Guests: Julie Davis, Marty Brenner, Donna Jaeger, Helen Guzzo and Dave Peterson
City staff: Officer Derick Walters, Chris Lussier, Todd Everson and Todd Gerber
Chair Notes/Correspondence/Announcements: Chair Jeff Koteles shared the city planning meeting
was cancelled. The Historic District Commission will be setting their calendar for next year and
reviewing items on Division St and Frelinghuysen Ave. MDOT is having a mentoring program for youth.
Providing them summer jobs. Contact Brian Wooden.
Additions/Deletions to the Agenda: MayLou would like to be added to old/new business regarding
changes in the agenda format.
Minutes: Dave Weaver motioned to approve the minutes with support from Mary Lou Ramon. The
minutes were unanimously approved.
Police Report: Officer Derrik Walters passed out crime reports. B & E continue in our neighborhood
and will increase as holidays approach. Don’t leave valuables in view in your vehicle and always lock it.
Warned people about getting all the info you can when you get into an accident on private property,
like the shopping center parking lot. Police do not have jurisdiction on private property. We were also
warned about deer running in front of your car. The best choice is to hit them. More problems happen
when people try to avoid the deer and run into other vehicles or trees, etc. The police department is
planning on a big turnout for their annual Trunk or Treat for Halloween.
Public Service Announcements from Commissioners: No commissioners present
Committee Reports:
a. Membership: Donna Jeager was unanimously approved to become a member of our NPC with
a motion from Dave Weaver. Postcards are still being mailed out to gain more members.
b. Beautiful Battle Creek Award- NPC’s can nominate 2 places per month, one residential and one
commercial. None nominated this month.
c. Lakeview School District: Acting Superintendent, Dave Peterson, thanked everyone for their
support of bond issue. Minges Brook and Prairieview will be the first schools to begin
renovation approximately start date will be March through June. The new superintendent
search is on. A survey is available to share your views is available on the Lakeview schools
website. The job should be filled by July 1st. The added traffic relief from the Jr High to Columbia
Avenue through Meijer old parking lot is sidelined. Meijer thought it was only for buses and is
not allowing passenger cars at this juncture. It is being worked on.
d. Woodland Park- A new park brochure is being worked on with the city
City Staff Report: Eric Morris passed out code enforcement reports. It is a very short report.
New Business: Mary Lou Ramon voiced concern over the change in our agenda replacing “Planning” to
“Lakeview Schools” under our Committee Reports section. She felt that the purpose of this Council was
to respond to planning and zoning issues in our area and should have a committee report listed for it. It
was explained that the information was included under Chair reports or as new or old business.
Old Business: none
Special Presentation: Todd Everson, Department of public works, assistant field services
superintendent, talked about the city’s snow removal process. He handed out maps showing how the
city is divided into zones. The city has 25 plow trucks with an average age of 17 years.
Chris Lussier, of city community development, passed out surveys to get our opinions on needs/wants
in our community. He also shared information about how community development block grant, home
partnership and other federal funding are making differences in our community.
The city is doing a NPC Social Media Campaign focusing on a specific NPC each month. NPC 10 will be
featured in April. Linda asked for volunteers to take photos or share stories of what makes our

Many homes in Battle Creek were built before lead paint was banned. There will be a special program
on Oct 27th “Lead: Are you Aware?” to discuss the lead poisoning problem.

Linda Patenaude noted the meeting took 1 hour 45 minutes and asked if this could be improved.
