WESTALKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes August 28, 2017 Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:03pm Attendance: Members: Chairman: Jeff Koteles, Vice Chair: Dave Weaver, Secretary Linda Patenaude, Tom Rose, Diana Cole, Donna Kowalski, Donna Jaeger, Joyce Garrett, Karol Henegar and MaryJane Cipcic Guests: John and Ollie Griffin, Adriane MacCreery, Carol Quinn, Sherry Sofia and Kristin Blood Commissioners: Susan Baldwin & Mark A Behnke City staff: BC Officer: Cpl C. Rabbitt and Code: Jason Francisco Chair Notes/Correspondence/Announcements: No city planning commission this month. Additions/Deletions to the Agenda: none Minutes: Approved minutes unanimously after a motion by Dave Weaver and seconded by Tom Rose Police Report: Officer Rabbit presented reports and discussed Larcenies and B & E’s were up in our area. Criminals have been breaking into car and homes between 3 am and dawn. Be sure to lock up valuables. Officers have been trying to do more traffic enforcement on 24th Street. Public service announcements from commissioners: Susan Baldwin Commission is:  Doing city manager and attorney reviews  Looking at medical marijuana with eyes to the State of Michigan and it’s decisions Mark Behnke:  Working with Fair Housing Equal Opportunity  With Arcadia closing looking at various downtown activities  Notice the quietness of downtown with the new Quiet Zone for the railroad crossings.  Receiving many complaints about code enforcement issues taking too long. Committee Reports: Membership: Membership postcards were sent out again at the beginning of the month (120). They yielded no results Meeting was posted on Next Door site. There is another chance to get in front of the public at the city’s “Meet the Commission Candidates” on Oct 7th. We need to post upcoming meetings in Shopper Happenings. Beautiful Battle Creek Award: Jeff nominated several last month so we are set for quite a few months. We still need businesses. Dave nominated St Joseph Church 61 N 23rd Street. Lakeview school district: MaryJane Cipcic, Lakeview School Board Secretary told us that Minges Brook and Prairieview renovations were not completed on time and they are hoping to have them done in November. Schools still opened on time just all renovations were not completed. Woodland Park: Joyce Garrett shared that there is a new sturdy sign that holds the new trail maps. A new volunteer has stepped up and is going to revitalize the parks website. There is an endowment Community Project Fund at Battle Creek Community Foundation for the park. City Staff Report: Jason discussed and passed out written reports. A new employee was hired in the department. City received a grant for mattress bags and the city has given out 750 free ones so far. Sanitation workers will not pick up mattresses unless they are in a sealed plastic bag. Jason also spoke about the free paint program in our city that runs through the end of October. 65 kits have been disturbed to throughout the city. Old Business: New Business: Special Presentation: Introductions by 4 people running for at large city commission seats Susan Baldwin, Mark Behnke, Sherry Sofia, and Adriane P. MacCreery. All stayed after the meeting to talk and answer any questions of the membership.
