WESTLAKE/PRAIRIEVIEW NEIGHBORHOOD PLANNING COUNCIL #10 Meeting Minutes January 22, 2018 The meeting was held at Lakeview Senior Living Facility, 14661 S Helmer, Battle Creek, Michigan Call to Order & Welcome Chair, Jeff Koteles called the meeting to order at 7:00 pm Invocation: A moment of silence was observed Attendance: Members: Chairman: Jeff Koteles, Vice Chair: David Weaver, Secretary: Linda Patenaude, Diana Cole, Tom Rose, and Donna Kowolski Guests: Commissioner John Griffin, Commissioner Chris Simmons, Ollie Griffin, BCPD Chief Jim Blocker and Jenny Mualhun City staff: BC Officer Chad Perry Chair Notes/Correspondence/Announcements: Jeff handed out copies of the Battle Creek Area Transportation Study. Zoning Board meeting cancelled for January 28, 2018. Historic District Meeting cancelled for Jan 8, 2018. Planning Commission meeting was Nov 15th where they reviewed a special use permit for a physical therapy site on Bedford Road. They also reviewed the Medical Marijuana zoning to permit 4 types of facilities: Grower and processor; Security Transporter, Safety Compliance and Provisioning Centers. Additions/Deletions to the Agenda: none Minutes: No quorum was present so no approval of minutes. Police Report: Officer Chad Perry passed out written reports and answered questions. Larcenies are up in our area so be sure to lock up cards and homes. Jenny Mualhun gave a presentation about the Citizens Police Academy beginning March 7th. Participants will learn about criminal investigations, gang problems, search and seizure and laws of arrest. This academy has been in place for 10 years and offers citizens a chance to partner with the police and learn more. It is one night per week for 3 hours and runs March7 through May 16th. Applications are available online. This a competitive program so you must get your applications in early. City Staff Report: Jason shared written reports and was not able to attend in person because of an emergency. Public Service Announcements from Commissioners: Chris Simmons:  There is a Blue Ribbon Committee established to look at the way we elect our Mayor. Dave Weaver from our Council will be our representative.  Next Door website is an effective tool in knowing what is going on in your neighborhood. It was brought in by the police department and can be like a neighborhood watch.  The commission is setting goals for the city manager.  There was a lot of discussion about medical marijuana in Battle Creek. They are looking to allow up to 44 sites. Commissioner John Griffin: Some realignment was done in voter precincts to cut down on costs to the city. Committee Reports: a. Membership: Ollie Griffin (Commissioner Griffin’s wife) was nominated for membership and accepted. b. Beautiful Battle Creek Award: We are still ahead on these c. Lakeview School District: no report d. Woodland Park: Trail head signs are all completed and looking good. Grants are needed for Silo restoration. New Business: Sidewalks on 24th Street to Hupp Road are not being shoveled. Special presentation: Chief Jim Blocker gave a presentation on the unmanned aircraft system the police department is purchasing. It will be able to fly up to 400 ft in the air and be able to read what is written on a piece of paper from that height. It can be useful in emergency situations because it has heat sensing capabilities. Someone lost in water or in the woods. Chief Blocker addressed concerns about constitutional rights and spying.
