WESTLAKE/PRAIRIE VIEW NEIGHBORHOOD PLANNING COUNCIL #10 MEETING NOTES JULY 23, 2018 Call to Order & Welcome Chair, Jeff Koteles, called the meeting to order at 7:00 pm Attendance: No Quorum Members: Chairman, Jeff Koteles, Donna Jaeger, Donna Kowalski, Ollie Griffin Guests: Leslie Williams, Eric Blair, Rachel Johnson, Eric Morris (City of B.C.), Matt O’ Conner (Grand Rapids), John Griffin (City Commissioner), Shawn O’ Bryant (B.C. P. D.) Chair Notes/Correspondence/Announcements: Dave Walters, Ward 5 Commissioner resigned; Minutes for May, June, and July will need approval once we have a quorum. Additions to the Agenda: Under New Business: Eric Blair & Matt O’ Conner RE: 42 unit Apartment complex where Pasche’s Lakeside restaurant is located. Rachel Johnson RE: ‘Safe routes to School’ Lakeview area. Minutes: Unable to approve previous minutes as there was no quorum. Special thanks to Leslie Williams for taking the notes for this month’s minutes, it was much appreciated! Police Report: Shawn O’ Bryant, talked about electronic speed limit signs on 24th Street. 19 part 1 crimes, 17 part 2 crimes. Shawn said the department is working on software updates for reports. Working on a chart for NPC 10 to compare. Public Service Announcements from Commissioners: John Griffin, Ward 1 Commissioner was only commissioner present. He shared that Leslie Williams’ request for a ‘Doggy Day Care’ at her residence was approved. Ward 5 Commissioner, Dave Walters resigned effective July 15th, and needs to be replaced within 30 days. City will accept applications from interested parties until July 31, 2018 by Ward 5 residents only. There will be a meeting August 14th to decide new Vice Mayor.Blue Ribbon Committee report; recommending that mayor and vice mayor be elected by the voters. Also, there will be 7 wards. Chairman Koteles requested an update on the traffic study in which the City recommended ‘speed bumps’. Commissioner Griffin said he will check into it and report back at the August NPC 10 meeting. A Committee Reports: None of the Committee Chairs were present, regarding school report, Officer O’ Bryant did mention an Officer would be present at the elementary schools. City Staff Report: Eric Morris of Code Compliance reviewed city report. He said there were 21 code compliance issues. Eric also reported on the City’s free paint program for residents. A member asked Eric to check storm drain at the corner of Huntington and Ebbington Circle as well as Helmer and Gethings. Another member asked what the ‘ETA’ was for completion of sidewalk on Blackhawk, in front of Westlake Elementary School. Old Business: None New Business: Matt O’ Conner, Grand Rapids developer and Eric Blair owner of Pasche’s restaurant are proposing the construction of a 3 story, 42 unit apartment complex and restaurant with 109 parking spaces at the site, 315 W. Columbia. There will be 48 boat slips for lease but will not be separate from the apartment lease. The complex will not be ‘gated’. There was some discussion as to the additional traffic this complex would create on Columbia Avenue and with school bus access. Other new business included a presentation by Rachel Johnson. Rachel is proposing grants as concerned with additional sidewalks for safe walking routes to schools for children, especially in the Golden Avenue area to Riverside School. But many issues were discussed including the traffic congestion and safe pick up and drop off areas by Lakeview’ Middle School, also lack of sidewalks in the Buick and Hupp road area.
