WESTLAKE/PRAIRIEVIEW NEIGHBOHOOD PLANNING COUNCIL #10 Meeting Minutes June 24, 2019 The meeting was held at Lakeview Senior Living Facility, 14661 S. Helmer Road, Battle Creek, MI. 1. Call to Order and Welcome: Chairperson Jeff Koteles called the meeting to order at 7pm. 2. Invocation: A moment of silence was observed. 3. Attendance: Members: Jeff Koteles, Dave Weaver, Diana Cole, Tom Rose, Donna Kowalski, Karol Henegar, Ollie Griffin City Staff: John Griffin (Ward 1 Commissioner), Jonathon Kilbourn (BCPD) Guests: Carol Quinn, Kristin Blood 4. Approval of prior month NPC 10 Meeting Minutes: March and April minutes were approved. There was no meeting in May due to the holiday. 5. Chairperson Notes/Correspondence/Announcements: none 6. Additions/deletions to the Agenda: none 7. Police Report: BCPD is short staffed and trying to fill vacancies. There has been a 100 call increase this month. Most common calls were larceny, domestic issues, and car accidents due to distracted driving. Speeding on Terry Court was discussed. 9. Public Service Announcements from Commissioners: John Griffin reported that there has been no significant activity recently. Work is ongoing at the Heritage Tower apartments on Michigan Avenue. The council discussed potholes between Terry Court and Hupp Street and along the edge of 24th Street. The poor job done with chip sealing on 24th Street was also discussed. 9. City Staff Report: none 10. Committee Reports: a. Membership: none b. Beautiful Battle Creek Award: none c. Lakeview School District: none d. Woodland Park: none 11. Old Business: Traffic studies in areas near 24th Street pending city completion and discussion. 12. New Business: Kristin Blood, from the First Wesleyan Church staff and Ward 5, brought two issues to the council. First is that First Wesleyan Church would like to connect their existing walking paths to Woodland Park where the boundaries meet. They could add features such as benches, native plants, and a covered shack. The church envisions a seamless connection. Diana Cole will help Kristin get in touch with Joyce for future discussion. Second issue Kristin brought was that the Sustainable Battle Creek Committee is looking for more volunteers to join the committee. They meet the fourth Monday each month at 1pm in City Hall. The city is also looking for volunteers to join the Tree Board. Battle Creek is one of 117 cities to have a Tree City USA certification and we must maintain a Tree Board to keep that certification. 2019 is the 20th year to have that recognition. Kristin announced that Battle Creek was award All American City Top 10. 13: Special Presentation: none 14. Comments for the Good of the Order: none 15. Adjournment: 7:40pm 16.
