WESTLAKE/PRAIRIEVIEW NEIGHBOHOOD PLANNING COUNCIL #10 MEETING MINUTES Lakeview Senior Living, 14661 S. Helmer Road (large meeting room) Monday, September 23, 2019, 7:00pm 1. Call to Order and Welcome: Chairperson Jeff Koteles called the meeting to order at 7pm. 2. Invocation: A moment of silence was observed. 3. Attendance: Members: Jeff Koteles, Dave Weaver, Donna Kowalski, Karol Henegar, Tom Rose, Ollie Griffin, Donna Jaeger, Mary Jane Cipcic City Staff: John Griffin (Ward 1 City Commissioner), Randy O’Connell (BCPD), and Eric Morris (Code) Guests: Kevin Kline – Carroll Development and Mike West – Keystone Lake 4. Chairperson Notes/Correspondence/Announcements: Jeff read the results of the requested traffic speed study from the city. See item 11 below. 5. Additions/deletions to the Agenda: none 6. Approval of prior month NPC 10 Meeting Minutes: July 22 and August 26, 2019 meeting minutes were approved. 7. Police Report: Larceny, burglary and break-ins are steady and projected to increase as holidays approach. Do not leave cars unlocked to help prevent theft. Pan handlers can be banned from properties for one year but owners must call in a complaint and police must personally issue the ban to the pan handler. This is sometimes difficult due to their evasiveness. 8. Public Service Announcements from Commissioners: The vote for the mayor was postponed. NPC 10 members are concerned the Blue-Ribbon Committee input seems to be ignored. Per John, this will probably come up at the next two commissioner meetings. 9. City Staff Report: ZOMA project Oct 7-9, 2019. Code has been working on front yard parking violations. 10. Committee Reports: a. Membership: none b. Beautiful Battle Creek Award: 138 S. 28th Street c. Lakeview School District: Evening sports will be done by 7pm, if possible. There will be tours tomorrow from 6-8pm at West Lake and Riverside schools so the public can see the bond improvements. Homecoming is Oct 18th, parade theme is Disney films. There are bats at the old Territorial school but they are good for the environment, so there are no plans to remove them. Also, there are no current offers on the Territorial school. The school board is aware that the community prefers green space there. Spartan logo is not changing to “waves”; there is some confusion about the waves appearing on documents where the Spartan logo is too small to discern. d. Woodland Park: The sixth Eagle Scout project will be done by the end of October 2019. 11. Old Business: Traffic study results from the city were read by Jeff. In order to have speed bumps, 70% of residents need to return surveys in agreement. That did not happen. Most of the results were inconclusive. Areas included LaVista Blvd, Honey Lane, West Highland Blvd, and 24th/Gethings Road. Carl Fedders, City Engineer, will attend the October 28 NPC 10 meeting to discuss this further. 12. New Business: none 13: Special Presentation: Mike West from Keystone Lake and Kevin Kline from Carroll Development discussed Keystone Lake (Phase V) – proposed PURD amendment. This involves the remaining 1.4 acres on the west side of the property, at the southeast corner of Helmer and Gethings Roads. Instead of the approved office building and clubhouse/office building, they are proposing a 16-unit apartment building and parking lot. This is the fifth and FINAL phase of the Keystone Lake PURD – NO additional development is planned. The existing wooded buffer located along the east side of property (adjacent to Wyndamere) and the existing mature tree line along Gethings Road will be preserved. NCP 10 members were concerned that not all neighbors have been notified, including current residents of Keystone Lake. Mike and Kevin agreed that Keystone Lake will notify neighbors of the plan to build a 16-unit apartment building, then come back to the NPC for further discussion. 14.
