NPC 11 January 23, 2019 Meeting Agenda Minges Brook/Riverside Neighborhood Planning Council (NPC) #11 Central Christian Church - 713 Riverside Drive Battle Creek, MI 49015 1. 7:00 PM – Welcome and opening – Leah Ortiz 2. Attendance sheet: Please sign in and return the attendance sheet to the Secretary 3. Additions or deletions to this agenda 4. Approval of the Nov. 28 meeting minutes distributed via email 5. Correspondence sent/received and upcoming events:  Susan Baldwin i. I (Susan Baldwin) am sending along an update on a couple items that came up during the NPC meeting in November. ii. Helen Larder shared concerns about drivers not properly yielding at the intersection of South Hills and Moorland. I sent this information to Police Chief Blocker. He indicated he would have patrols stepped up in the area and around the school. He also apologized that an officer did not attend the November meeting. There was confusion about the meeting date. iii. Concerns were also raised about beavers causing issues in the pond behind E. Minges and along M-66, and affecting the water level. I sent this information to city staff and received the following information from the city’s engineering department: 1. “The beavers in this pond have been an issue for some time now with damming the outlet and raising the water elevation in the pond. Since the pond is private property, I have in the past suggested that the owners (now maybe just one owner?) petition the Drain Commissioner to make it a county drain so that the Drain Commissioner could manage the beaver population. However, all who benefit, those properties draining to the pond and the city (likely 20%), would be assessed for the Drain Commissioner's work on this pond. 2. “The outlet where the dam is, is very difficult to reach with equipment and probably would need to be remove by hand. However, the beavers would need to be relocated prior to any dam removal.” 3. City staff also indicated that they would be reaching out to the County Drain Commissioner's office 6. City staff reports and Commissioner Comments:  City/County Commissioners’ remarks  Police Department Report  City Representative Report  Blake Prewitt – Lakeview Strategic Planning Process: Present information to NPC. 7. Committee reports:  Beautiful Battle Creek Award Nominations – Dave Hawks  Neighborhoods and Land Use – John Godfrey  NPC 11 Programs – James McDonagh 8. Old business:  None 9. New business:  1st - Monthly informational Program: Carl E. Fedders – City Engineer, Assistant Department of Public Works Director. In order for us to have an effective meeting, we ask that you abide by the following rules: 1. Please wait for the Chairperson to acknowledge you before you speak. 2. Begin by stating your name and address, and please write down your information on the sign-in sheet. State your comments, opinions, or questions on the issue being discussed and direct them to the Chairperson. 3. To ensure that everyone has time to speak and that we can address other items on today’s agenda, each speaker is ask to limit comments or questions to no more than three (3) minutes at each meeting, except that a speaker’s time may be extended by decision of the Chairperson. Speakers are requested to speak one at a time on any item and to refrain from repeating the comments of previous speakers. 4. Please be respectful of your neighbors and presenters. This is across the street approximately 1/5th of a mile south of our old meeting location, Riverside Elementary School.
