MINGES BROOK/RIVERSIDE NEIGHBORHOOD PLANNING COUNCIL 11 Chapel Hill Church 157 Chapel Hill Dr. February 28, 2024 @ 7:00 PM DRAFT AGENDA Andrew Duke, President of Minges/Riverside Neighborhood Planning Council 11, called the meeting to order at 7:03 pm, at Chapel Hill Church Attendance: Members Present: Andrew Duke, Jan Frantz, Sally Goss, David Hawks, Dawn Hawks, Ginsie Ingraham, Amanda Miller, Brad Miller, Fran O’Neil, Larry O’Neil, Jane Prahl Excused: Brenda Bengtsson, Chris Bacik Guests: Karen Jones, Jerry Porter City Representatives: Yolanda Johnson, Officer Randy O’Connell, Chris Simmons, Additions or Deletions to the Agenda: None Approval of the Previous Minutes: January 31, 2024 Brad Miller made motion to approve the January meeting minutes, seconded by Jan Frantz, and David Hawks Correspondence and Announcements: None Committee and Staff Reports: Police Department - Officer Randy O’Connell review the Crime Analysis Division Report for NPC 11. This NPC has the lowest crime rate, with traffic infractions as largest number of violations. Officer mentioned there are designated officers to work the hotel area, difficult situation, as the city cannot force people to leave, they need to be evicted. Ordinance takes effective April 1, 2024, that should help improve condition with options for hotels to add kitchens. Code Compliance: Yolanda Johnson, assigned to NPC 11 & 2. reviewed the Code Compliance and Inspection Issues Report, dated January 31, 2024 – February 28, 2024. Front yard parking and building code violations account for two (2) largest categories of violations Discussed ordinance for temporary signs placed in front yards or in front of businesses. Signs are permitted in private residence yards, however call Code Compliance for signs on corners impeding views, or with other concerns. Beautiful Battle Creek Award: NA b. Membership – Renewals, New Members: NA c. Commissioners Comments – • Budget season, working budget issues during March and April, in preparation of Fiscal Year starting July 1. • Voting February 27, 2024, was low turn-out. • Working on housing project in City, 60 units on Michigan Avenue. • Road repair/resurface – City has plan, puts out maps for citizens. • City approved the liquor license for the future Olive Garden • Battery plant, City of BC is providing water, march is providing sewer. . d. Lakeview Public Schools: NA e. Beckley Road Corridor Committee: Jan Frantz representing the NPC on this committee. Study is being conducted as a group, requesting information on demographics, tec. Preliminary 1300 responses, 2. Old Business: NA 3. New Business: NA 4. Member Comment: Plug property tax assessment appeal. Board of review (tough process). Can go to state of appeal denied at City. Request someone from Tax Assessment speak at one of our NPC meetings. 5. Public Comments: a. Request John Hart from Tax Assessment Office be invited to discuss assessments and where tax go.. b. Recommend Ted Dearing be invited to update on the revamp of the river. 6. Adjournment: Meeting adjourned at 8:52 pm 7.
