May 29, 2024
Chapel Hill Church, 157 Chapel Hill Dr.
Andrew Duke, President of Minges/Riverside Neighborhood Planning Council, called the meeting to order at
7:00 p.m. at the Chapel Hill Church.
Attendance:
Members Present: Andrew Duke, Dawn Hawks, David Hawks, Brad Miller, Amanda Miller, Jane Prahl, Jan
Frantz, Colleen Jewel, Ginsie Ingraham, and Brenda Bengtsson,
Members Excused: None
Members Absent: Kyle Labrecque, Linn Kracht, Al Skienicka, Sharen Sklenicka, Fran O’Neil, Larry O’Neil, Sally
Goss, and Chris Bacik
Signed-in Guests: Tonya Everhart, Wentworth House Day Care, Pat Fosdick, Bernadette Smith, Mark ?
City Representatives: Jason Franciso, Code Compliance
City Representatives Excused: Chirs Simmons
Additions or Deletions to the Agenda:
Additions/Deletions: None. Brad Miller made a motion to approve agenda. Seconded by Jan France. Motion
passed.
Approval of Previous Meeting Minutes: April 23rd, 2024
Dave Hawks made a motion to approve the April Meeting Minutes. Seconded by Brad Miller.
Motion passed.
Correspondence and Announcements: None
Committee and Staff Reports:
a. Police Department – Emily filled in for Ty Billing. Lawns are out of compliance if they are over 9”.
City is trying but it’s hard to keep up with the lawns this time of year.
b. Planning Department/Neighborhood Services City Staff Report – no report
c. Beautiful Battle Creek Award Committee – Dawn and Dave Hawks chair this committee. One
house (738 Riverside Drive) and one business (McDonalds, 2593 Capital Ave SW) were proposed this
month. Amanda Miller made a motion to approve these addresses. Seconded by Jan Frantz.
Motion passed.
Dave and Dawn were going to check with Vanessa about a yard sign recognizing the awards.
Recommendations for future awards need to be sent to Dawn and Dave one week before the
meeting.
d. Membership – Renewals, New Members – no report
e. Commissioners Comments – no report
f. Battle Creek Public Schools – no report
g. Beckley Road Project – Jan reported on the vision of the project and varies ideas and general
comments. Jan passed out two handouts.
h. Speaker Committee – Ginsie Ingraham and Jane Prahl are the chairs. Speaker ideas are tax
assessment, river project, candidates in the upcoming elections, police chief, master planners, and
Lakeview Schools superintendent.
Jason Francisco, Code Compliance, updated code violations and distributed code compliance and
inspection issues.
Membership: No additions
Old Business: None to discuss
New Business: We will continue meeting during the summer months. Possible picnic for NPC #11 this
summer.
Member Comments: Amanda Miller shared an invitation to the Duncan Aviation’s open house on June 12th
from 6 to 8.
Public Comments: Tonya Everhart from Wentworth House Day Care expressed concern about the Little
Caeser’s code violations. (Pot smoking, fights, homeless people in the parking lot) She sometimes must bring
her kids inside.
Adjournment: The meeting adjourned at 8:21 p.m.
Brad Miller made a motion to dismiss. Seconded by Dave Hawks. Motion passed.
