AGENDA
1. Call to Order – Andrew Duke Chair of Minges/Riverside Neighborhood
Planning Council 11, called the meeting to order at 7:06 pm, at Chapel Hill
Church
2. Attendance:
Members Present: Andrew Duke, Jan Frantz, Ginsie Ingraham, Amanda Miller,
Brad Miller, Fran O’Neil, Larry O’Neil, Jane Prahl, Coleen Jewell
Excused: Brenda Bengtsson, David Hawks, Dawn Hawks,
Absent: Sally Goss, Chris Bacile
Guests: Karen Jones, Julia Elmore, Sherry Sofia
City Representatives: Officer Scot, Chris Simmons
3. Additions or Deletions to the Agenda: None
4. Approval of the Previous Minutes: Approved
5. Correspondence and Announcements: None.
6. Committee and Staff Reports:
a. Police Department - Officer Scot filling in for Officer Dilling, stated
nothing significant to report for the NPC, area.
b. Vice Mayor Sofia –
• Reported that new budget goes into effect on July 1, 2024.
• City is busy looking for a new Attorney, current City Attorney retires at
end of July. We are looking at current Flint Attorney.
• Election time – anyone interested in running, now is time to get name
on ballot. Require 50 signatures for a Ward position and 100 signatures
At Large position. She is running At Large.
• 60 days before an election, candidates can put up signs. Signs up now
are for primary.
• City Manager review was ok – overall exceeds expectations (review is
every other year). Survey is part of performance evaluation.
c. Planning Department/Neighborhood Services City Staff Report –
• Jan Frantz provided update on the Beckley Road Project Study provided
Executive Summary handout. If members are interested in more
information, see City website.
• July 17, 2024, 6-730 pm, Beckley Corridor Project Overview at
Horrocks.
d. Beautiful Battle Creek Award:
• Last month nomination has not been presented yet.
• Committee provided 2 home nomination for this month,
a. 224 Beckwith,
b. 126 Rhien Circle.
• Members approved 126 Rhien Circle for June nomination and 224
Beckwith for July nomination. (motion by Brad Miller, seconded by Jan
Frantz)
• Members recommended Happy House and BC Country Club for business
nomination.
• Member approved motion to select Happy House as June Business
nomination (motion by Ginsie Ingraham, second by Jan Frantz)
e. Membership – Renewals, New Members:
• New Member - Karen Jones (motion Coleen Jewell, second Andrew
Duke, member vote all approved)
• Need to validate and update contact information for members. Include
sign-in sheet, with email and phone numbers.
f. Monthly Speaker – Committee still working on speakers. Have names,
offices and contact information. Committee plans to work 2 months in
advance, with subjects that are relevant to what is happening in the
community.
• Have a speaker from Habitat interested, other suggestions are Parks and
Rec, Public Works, Willard Library, Downtown Development, and to
invite City Commissioner Candidates, Ward 3, 4, & 5, At large, etc.
g. Commissioners Comments – Chris Simmons
• Discussed City Attorney search, provide information regarding nominee
from Flint.
• Advised that NPC11 is Ward 4 and Ward 5.
• Advised that Jessica Vandervolt will be leaving Public Affairs, Eric is
still available.
• Discussed Shopper’s new format, way organized and good source of
information.
• Accepted a new position at the Federal Center working for the Defense
Logistics Agency.

10. Public Comments: Vice Mayor Sofia said that NPC 11 runs a great meeting.
Has an At Large petition, looking for signature to get her name on ballot. Will
stay after if members, guest want to sign.
