MINGES BROOK/RIVERSIDE NEIGHBORHOOD PLANNING COUNCIL 11 Chapel Hill Church 157 Chapel Hill Dr. July 31, 2024 @ 7:00 PM DRAFT AGENDA 1. Call to Order – Andrew Duke Chair of Minges/Riverside Neighborhood Planning Council 11, called the meeting to order at 7:06 pm, at Chapel Hill Church 2. Attendance: Members Present: Andrew Duke, Jan Frantz, Ginsie Ingraham, Amanda Miller, Brad Miller, Fran O’Neil, Larry O’Neil, Jane Prahl, Coleen Jewell, David Hawks, Dawn Hawks, Excused: Brenda Bengtsson, Karen Jones, Mr. & Mrs. O’Neil Absent: Sally Goss, Chris Bacile Guests: Jeff & Brenda Sopchak, Martha Lester, Nancy Morgan, Pat Fosdick, Susan Anderson, Jim Haddsma City Representatives: Officer Downey, Chris Simmons, Yolanda Johnson Duska Brunn, 3. Additions or Deletions to the Agenda: None 4. Approval of the Previous Minutes: Approved (full vote, Bard Miller motioned, Jan Frantz 2nd) 5. Correspondence and Announcements: None. 6. Committee and Staff Reports: a. Police Department - Officer Downey, filling in for Officer Dilling, provided June 2024 Crime Analysis, NPC report. Reminded residence to lock vehicles. b. Code Compliance - Yolanda Johnson, • Provided NPC Report, stated that front yard parking is down, weed complaints have increased. Issue is if a residence has over an acre, they are exempt from weed ordinance. • Announced Megan Root is a new Code Compliance Officer for the City. • Announced that she was pleased to deliver the Beautiful Battle Creek Awards. • Provided update to Hamilton Lane B&B, they conducted a walkthrough, Owner advises to bring property up to code, City has paperwork to file as owner in default. • Provided update on grow operations on Brookside CT., conducted a walkthrough, issued a warrant due to failure to show, notice to vacate will be prepared soon. • Advised that there is no ordinance for installing a lawn…only for weed height control. • Recommended Residence repost sidewalk and curb issues to Todd Gerber. c. Planning Department/Neighborhood Services City Staff Report – • Jan Frantz provided update on the Beckley Road Project Study provided 1 page Summary handout. If members are interested in more information, see City website. d. Beautiful Battle Creek Award: • Need to confirm home/business nominations for June and July with City – Vanessa. a. Committee provided the following nominations i. 224 Beckwith, (June nomination) ii. 126 Rhien Circle. (July nomination) b. Members recommended i. Happy House (June nomination) ii. BC Country Club (July nomination). e. Membership – • Need to validate and update contact information City has for members to ensure meeting minutes are emailed to all members. f. Monthly Speaker – • Ms. Duska Brumm. Parks and Rec Director provided information on the Master Plan, grants, donations. • Member discussion of trash and homeless at Park…Code Compliance, Yolanda Johnson recommends residence report incidents of trash and homeless to office for investigations. • Committee still working on speakers. Have names, offices and contact information. Committee plans to work 2 months in advance, with subjects that are relevant to what is happening in the community. i. September – Library (John Hart) ii. October – Individuals running for Office/City Candidates g. Commissioners Comments – • Chris Simmons i. He is on ballet, unopposed. ii. Mayor is on ballet unopposed iii. Jim Lance is on ballet unopposed iv. Will not be her for the August meeting due to Reserve Training. v. Discussion about capital avenue sidewalks and road repaving. Sewer caps on Capital Ave., being fixed vi. I-94 bridge painted, State decided to allow bridge and surrounding are to have a more natural look, will only mow every 10th day. vii. Riverside to be resurfaced next year. viii. Hilton downtown will have a Grand Opening Celebration August 15, 2024 • Jim Haddsma - Campaigning most of his time. (August 6, 2024, is Primary) Coffee Hour is 1st Saturday of Month 9-11 at Mr. Dons 9-11 and 2-4 at Albion Coffee House. o General and school budgets passed on June 27, 2024. Governor signed with line-item changes -. ix. BCU received funds for drone park x. Oakhill Cemetery received funds, need chapel repaired and roads fixed xi. Former Brown Building received funds xii. Star Commonwealth received funds for children ages 19-25. xiii.Elevator replaced at Masonic Temple; Albion converted to a Children’s Museum 7. Old Business: None 8. 9. New Business: None 10. Member Comment: Consider October NPC meeting on 4th week, vs last week to accommodate Speakers running for office/election date. 11. Public Comments: None 12.
