MINGES BROOK/RIVERSIDE NEIGHBORHOOD PLANNING COUNCIL 11 MEETING MINUTES September25, 2024 Chapel Hill United Methodist Church, 157 Chapel Hill Dr. Andrew Duke, President of Minges/Riverside Neighborhood Planning Council, called the meeting to order at 7:01 p.m. at the Chapel Hill Church. Attendance: Members Present: Andrew Duke, Dawn Hawks, David Hawks, Amanda Miller, Colleen Jewel, Karen Jones, Jane Prahl, Jan Frantz, and Brenda Bengtsson, Members Excused: Brad Miller Members Absent: Kyle Labrecque, Linn Kracht, Al Sklenicka, Sharen Sklenicka, Fran O’Neil, Larry O’Neil, Sally Goss, Ginie Ingraham and Chris Bacik Signed-in Guests: Pat Fosdick, Jane Klein, Martha Lester, Autumn Smith and John Kenefick City Representatives: Yolanda Johnson, Code Compliance, Tylon Dillings, BC Police officer, Mark Behnke, Mayor, and Vicki Housen, Clerk City Representatives Excused: Chris Simmons Additions or Deletions to the Agenda: Additions/Deletions: Time will be limited to 10 minutes for public comments and 20 minutes for the guest speaker comments. Karen Jones made the motion. Seconded by Amanda Miller. Motion passed. Approval of Previous Meeting Minutes: August 28th, 2024 Collen Jewell made a motion to approve the August Meeting Minutes. Seconded by Amanda Miller. Motion passed. Correspondence and Announcements: None Committee and Staff Reports: a. Police Department – Ty noted our NPC is the safest in the city. Some arrests are being made in our area. b. Guest Speakers – Ginsie Ingraham and Jane Prahl are the chairs. Vicki Housen, Clerk. 39,000 voters in the city. More absentee voters than traditional voters. Early voting at the Kool Center. Mark Behnke, Mayor – Lots of housing food projects going on in the city. c. Planning Department/Neighborhood Services City Staff Report – no report d. Beautiful Battle Creek Award Committee – Dawn and Dave Hawks chair this committee. The October house is located at 238 Morningside Drive. The October business is 2505 Capital SW. Dave and Dawn were going to check with Vanessa about a yard sign recognizing the awards. Recommendations for future awards need to be sent to Dawn and Dave one week before the meeting. e. Membership – Renewals, New Members – Will address more issues next month. f. Commissioners Comments – no report g. Battle Creek Public Schools – no report g. Beckley Road Project – Jan Frantz attends these meetings. Yolanda Johnson, Code Compliance, updated code violations and distributed code compliance and inspection issues. Membership: Sally Goss is moving. Pat Fosdick will be taking her place. Old Business: None to discuss New Business: Meeting time changed to 10/23. Dawn Hawks made the motion. Colleen Jewell 2nd. Motion passed. Member Comments: None to discuss Public Comments: John Kenefick and Autumn Smith spoke about two city proposals. Adjournment: The meeting adjourned at 8:40pm. Dawn Hawks made a motion to dismiss.
