MINGES BROOK/RIVERSIDE NEIGHBORHOOD PLANNING COUNCIL 11 MEETING MINUTES October 30, 2024 Chapel Hill United Methodist Church, 157 Chapel Hill Dr. Andrew Duke, President of Minges/Riverside Neighborhood Planning Council, called the meeting to order at 7:00 p.m. at the Chapel Hill Church. Attendance: Members Present: Andrew Duke, Amanda Miller, Brad Miller, Dawn Hawks, David Hawks, Fran O’Neil, Ginsie Ingraham, Jan Frantz, Jane Prahl, Karen Jones, and Brenda Bengtsson, Members Excused: Coleen Jewel Members Absent: Al Sklenicka, Sharen Sklenicka, Larry O’Neil, Kyle Labrecque, and Chris Bacik Signed-in Guests: Pat Fosdick, Lynn Kracht, Sherry Sofia, Jane Klein, Stan Root, Mark Bankoman, City Representatives: Todd Gerber, Public Works officer City Representatives Excused: Chris Simmons, Yolanda Johnson, Code Compliance, Tylon Dilling, BC Police Additions or Deletions to the Agenda: Additions/Deletions: Membership renewals and November and December meeting dates. Brad Miller made the motion. Seconded by Dave Hawks. Motion passed. Approval of Previous Meeting Minutes: September 25, 2024 Brad Miller made a motion to approve the August Meeting Minutes. Seconded by Dave Hawks. Motion passed. Correspondence and Announcements: None Committee and Staff Reports: a. Police Department – no report b. Guest Speakers – Ginsie Ingraham and Jane Prahl are the chairs. Todd Gerber, Public Works spoke about various services his department provides. c. Planning Department/Neighborhood Services City Staff Report – no report d. Beautiful Battle Creek Award Committee – Dawn and Dave Hawks chair this committee. The November house is located at 131 Country Club Blvd. The November business is Finley’s at 140 Columbia Ave. Brad Miller made a motion to approve the properties. Seconded by Jan Frantz. Motion passed. A motion was made by Brad Miller to add holiday decorations to the beautiful Battle Creek Award. Seconded by Dave Hawks. Motion passed. We need to have Vanessa define this award. Dave and Dawn were going to check with Vanessa about a yard sign recognizing the awards. Recommendations for future awards need to be sent to Dawn and Dave one week before the meeting. e. Membership – Brenda Bengtsson made a motion to approve the following changes. Second by Jan O’Neil. Motion passed. Coleen Jewell, and Jan Frantz membership was renewed. Kyle Labrecque and Sally Gross wanted to be removed. Pat Fosdick and Linn Kracht were added as new members. All terms expire on 10/31/2027. f. Commissioners Comments – no report g. Battle Creek Public Schools – no report g. Beckley Road Project – No report. Jan Frantz attends these meetings. Yolanda Johnson, Code Compliance – no report Old Business: None to discuss New Business: Motion for the November meeting date to change to 11/20. Dave Hawks made the motion. Ginsie Ingraham 2nd. Motion passed. Motion for no meeting in December. Ginsie Ingraham made the motion. Jan Frantz 2nd. Motion passed. There will be no guest speaker in November. People are hunting on the 12 areas of land across from St. Peter’s Lutheran Church. Sherry Sofia will follow up. Member Comments: None to discuss Public Comments: None to discuss Adjournment: The meeting adjourned at 8:36pm. Ginsie Ingraham made a motion to dismiss. Seconded by Brad Miller. Motion passed.
