NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2
Meeting Minutes – Monday, January 12, 2015 – Neighborhoods Inc. of Battle Creek
1. Call to Order & Welcome: Sam Gray called the NPC #2 meeting at 7:00 p.m.
2. Attendance, Members Present: Samuel Gray, Ron Sweet, Scott Hutchings (FHC), Kitty
Hillian, Bettie Robertson, Jeffrey Dinkins, Bill Phillips (NIBC), Dawn Wilkerson (NIBC), Pastor
Joe Hooper; Absent: Steve Lee, Erin Mapes (Chemical Bank), Geraldine King, Sheryl
McDonald, Terris Todd, Karen Lynn Todd; Members Excused Absence: Lynn Ward Gray;
Guests: Commissioner Andy Helmboldt, Officer Cody Longon (Battle Creek Police
Department).
3. Approval of Minutes: Motion to approve the November 10, 2014, meeting minutes was
made by Bill Phillips. Seconded by Pastor Joe Hooper. Motion Carried.
4. Correspondence (cent/received) & Announcements: Pastor Joe Hooper reported there
are various Dr. Martin Luther King events scheduled throughout the community. Sam
Gray reported there was a joint NPC meeting held in December as follow-up to NPC
name changes, dissolution process, and police NPC engagement.
5. Committee & City Staff Reports:
a. Police Department – Officer Cody Longon was in attendance. He was part of
the Crime Prevention Department as well as the Emergency Response Team
(ERT). Officer Longon provided the reports along with copies of BCPD’s new
monthly newsletter, Battle Creek Police Beat.
b. Neighborhood Services – N/A
c. Beautiful Battle Creek Award Nominations – N/A
d. Membership – N/A
e. Elected Officials – Commissioner Andy Helmboldt reported there
f. Battle Creek Public Schools – N/A
6. Old Business: N/A
7. New Business: Members shared their three proposed neighborhood projects, those that
were submitted included: neighborhood clean-up, clean-up of the Sojourner Truth
statue, canvas neighborhoods for membership, block party, BC good neighbor concept,
and assist with neighbors with snow removal. Sam Gray, Joe Hooper and Jeffery
Dinkins signed up for the community engagement committee to which will report to
the NPC once a project has been selected. Also, Sam Gray would like to get at least
seven members to commit to attend the Byrne Criminal Justice Innovation Grant
meeting.
8. Public Comments/Member Comments: Pastor Joe Hooper has offered his services to
residents who may need help with snow removal; however, he will need monetary
assistance in return for the services. Scott Hutchings announced Family Health Center
of Battle Creek has changed its name to Grace Health.
9. Next Meeting: Monday, February 9, 2015, 7:00 p.m. at Neighborhoods Inc. of Battle
Creek, 47 Washington Avenue North.
10. Adjournment: The meeting was adjourned at 8:32 pm.

NPC 2 Vision: A safe, friendly, family-driven neighborhood where everyone wants to
live.
The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for
the hearing impaired and audiotapes of printed materials being considered in the meeting upon
reasonable notice to the City of Battle Creek. Individuals with disabilities requiring auxiliary aids or
