NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes – Monday, June 8, 2015 – Neighborhoods Inc. of Battle Creek 1. Call to Order & Welcome: Sam Gray called the NPC #2 meeting at 7:03 p.m. 2. Attendance, Members Present: Samuel Gray, Vice Mayor Lynn Ward Gray, Terris Todd, Bettie Robertson, Jeffrey Dinkins, Kitty Hillian, David Draper (Grace Health), Dawn Wilkerson (NIBC), Ron Sweet; Absent: Steve Lee, Erin Mapes (Chemical Bank); Members Excused Absence: Pastor Joe Hooper, Geraldine King, Karen Lynn Todd, Sheryl McDonald; Guests: Chris Lussier (City of Battle Creek), Officer Chad Francisco (Battle Creek Police Department), Marie Briganti (President & CEO, Battle Creek Unlimited), Jim Hettinger (Former President & CEO, Battle Creek Unlimited), Mark Jones (NPC #4), Andy Helmboldt (Battle Creek City Commissioner). 3. Approval of Minutes: Motion to approve the May 11, 2015, meeting minutes was made by Kitty Hillian. Seconded by Bettie Robinson. Motion Carried. 4. Correspondence (cent/received) & Announcements: Sam Gray reported Cereal City Festival is scheduled for Saturday, June 13, he’s honored to be this years’ Grand Marshall. 5. Guest Presentation: Marie Briganti introduced herself. Jim Hettinger gave an update regarding the future of Battle Creek Unlimited. They are thinking long-term for Battle Creek Unlimited. 6. Committee & City Staff Reports: a. Police Department – Officer Chad Francisco happy to report that he will remain in NPC #2. He thanked everyone for the support as that assisted in the decision to retain his presence in the neighborhood. b. Neighborhood Services – Chris Lussier took concerns from members. 160 Hubbard reported; a reoccurring address on Wood St. continues to be an eye sore in the neighborhood, clothes on the porch, possible squatter; 284 or 294 Hubbard, cap on septic tank is off, covered by tarp; previous property at end of Laramie Ct. tall grass and junk. c. Beautiful Battle Creek Award Nominations – N/A. d. Membership – N/A. e. Community Engagement –Pastor Joe Hooper is scheduled to hold an activity on August 29, 2015. Perhaps NPC 2 can partner with this event in some way. f. Elected Officials – Vice Mayor Lynn Ward Gray reported broadcast of the Town Hall Meeting held in May will be announced at the June 16 commission meeting . The topic for the June Keeping You Informed is Parks and Rec. City Commissioner election petition dates are June 1- July 21. New employees at city hall, admin in city attorney’s office and HR director. A special meeting (Ethics Hearing) has been scheduled for June 23 at 5:30 p.m. at commission chambers. Terri Todd reported on behalf of State Rep. Bizon, there is a summer reading program in place, there are reading boxes throughout the city. Dr. Bizon is in support of Drug Diversion. g. Battle Creek Public Schools – N/A. 7. Old Business: Sam Gray thanks everyone who attending the NPC Byrne grant workshop. 8. New Business: NPC #2 voted to meet in July and August 2015 on second Tuesdays. 9. Public Comments/Member Comments: The Day of Caring is scheduled on August 29. Aaron Eggleston has been hired as the Veterans Affairs Director. 10. Next Meeting: Monday, July 13, 2015, 7:00 p.m. at Neighborhoods Inc. of Battle Creek 47 Washington Avenue North. 11. Adjournment: The meeting was adjourned at 9:50 pm. NPC2 Mission: To improve the quality of life by listening and engaging residents. NPC 2 Vision: A safe, friendly, family-driven neighborhood where everyone wants to live. The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audiotapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek.
