NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes – Monday, September 14, 2015 – Neighborhoods Inc. of Battle Creek 1. Call to Order & Welcome: Pastor Joe Hooper called the NPC #2 meeting at 7:01 p.m. 2. Attendance, Members Present: Samuel Gray, Vice Mayor Lynn Ward Gray, Ron Sweet, Geraldine King, Bettie Robertson, Jeffrey Dinkins, Kitty Hillian, Dawn Wilkerson (NIBC), Pastor Joe Hooper; Absent: Karen Lynn Todd, Sheryl McDonald; Members Excused Absence; Guests: Jeanette Cook (City of Battle Creek), Officer Chad Francisco (Battle Creek Police Department), Ted Dearing (Assistant City Manager for Community & Economic Department, Battle Creek), David Schmaltz (Fire Chief, City of Battle Creek), David Gauthier (Resident), & Jeff Grogg (JPG Resources, LLC). 3. Approval of Minutes: Motion to approve the August 10, 2015, with the correction of Ron Sweet whose absence should be “excused” per Lynn Ward Gray was made by Kitty Hillian. Seconded by Sam Gray. Motion Carried. 4. Correspondence (sent/received) & Announcements: Lynn Ward Gary request adding the Nominating Committee to the agenda. Pastor Joe Hooper reported the City of Battle Creek held a NPCs’ meeting and Theresa will be handling NPC #2. Also, NPC #2 has an email address with the City of Battle Creek: npc@battlecreekmi.gov. 5. Guest Presentation: Jeff Grogg discussed obtaining support from NPC #2, in order to re- zone the old Felpausch building currently used by Bronson Life Span. Jeff discussed using the building as a bakery to make products, such as, granola bars or granola. Motion to support rezoning classification for JPG Resources currently occupied by Bronson @Home (Lifespan) was made by Jeffrey Dinkins. Seconded by Kitty Hillian. Motion Carried. 6. Committee & City Staff Reports: a. Fire Department – Dave Schmaltz was in attendance and will make an effort in attending the NPC #2 monthly meetings. b. Police department - Officer Chad Francisco – there is a new police explorer youth program looking for youth 14 years old – 18 years old. c. Neighborhood Services – Jeanette Cook is in the process of various “junk” complaints. A log sheet was provided to write down any issues/concerns residents or members may have. d. Beautiful Battle Creek Award Nominations – 196 Irving Park Drive & 111 Somerset. There was discussion regarding the nominations for the Beautiful Battle Creek Awards.  If a nominee is awarded the Beautiful Battle Creek Award, they will be ineligible to be nominated for three years. e. Membership – requested members provide an email address in order to receive communication electronically. There are five members whose terms end in December. f. Community Engagement –Pastor Joe Hooper reported Kwanzaa is meeting once a month. If you would like to participate in attending, please feel free to do so. g. Elected Officials – Vice Mayor Lynn Ward Gray reported Keeping You Informed topic is Fire Prevention & Safety. There is a workshop scheduled before the City Commission meeting and the topic is regarding the liquor license for the Citgo gas station at the corner of Kendall & Michigan Ave W. h. Battle Creek Public Schools – N/A. 7. Old Business: NPC#2 signs are available for distribution; they will be kept at Neighborhoods Inc. of Battle Creek’s office. 8. New Business: How does NPC feel about conducting a meeting as a workshop or as a regular NPC meeting? There are a couple of dates in mid-September or mid-November. The NPC #2 meeting will start at 6:30 p.m. on Monday, October 12, to conduct a workshop. 9. Public Comments/Member Comments: The four members of the nomination committee are as follows: Bettie Robinson, Lynn Ward Gray, Jeffrey Dinkins, & Kitty Hillian. 10. Next Meeting: Monday, August 10, 2015, 7:00 p.m. at Neighborhoods Inc. of Battle Creek 47 Washington Avenue North. 11. Adjournment: The meeting was adjourned at 9:12 pm. NPC2 Mission: To improve the quality of life by listening and engaging residents. NPC 2 Vision: A safe, friendly, family-driven neighborhood where everyone wants to live. The City of Battle Creek will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired and audiotapes of printed materials being considered in the meeting upon reasonable notice to the City of Battle Creek.
