NORTHCENTRAL NEIGHBORHOOD PLANNING COUNCIL #2 Meeting Minutes April 10, 2017 SWMCDC, 47 N. Washington Avenue, Battle Creek, MI 1. Call to order and welcome: Ron Sweet, Vice Chair 7:00PM 2. Attendance, Members Present: Kitty Hillian, Ron Sweet, SWMCDC-Yvonne Powell, David Draper- Grace Health, Prentice Thompson, Larz Martin-Bey, Sam Gray, Lynn Ward Gray, Jeffery Dinkins, Bettie Robertson, Geraldine Williams,, Member excused: Joe Hooper, Guests: Scott Cubberly,- BCVISION, Chirs Lussier, Amanda Lankerd-BCVISION, Officer Herbstreith-BCPD, Officer Chad Francisco-BCPD. 3. Approval of Minutes: A motion was made and second to approve the March 13, 2017 minutes, Motion carried to accept minutes. 4. Correspondence & Announcements-none 5. Presentation- BCVISION and United Way, Amanda Lankerd and Scott Cubberly. This presentation talked about the Community Engagement that the United Way is doing to engage residents. This team is meeting with the NPCs and other groups. Members were asked for input into their ideas about BCVISION, the various committees that are formed and how they see it working and challenges to the process. This information will be shared with BCVISION and United Way. Members were invited to become involved if they haven’t’ already. Scott brought the transportation survey and asked those to complete by paper or on the website. The workforce development committee is planning another Pre- employment and Job fair in May. The pre- employment fair is to assist job seekers in preparing for interviews with resumes, clothes if needed, arranging for child care and or transportation. This fair has a focus on youth, but is open to all seeking employment. The first pre- employment fair is May 3, 2017, from 3:00pm -7:00pm at the Calhoun Community High School at 15 Arbor Street, BC. The first location May 2, TBD, The job fair will take place May 4, 2017 at Kool Community Center from 12:5:00pm. There is also a pre-employment fair that morning at Kool Center. There was discussion on the other location and suggestions were made to put it into the Neighborhood, Washington Heights Community Room at church, or perhaps another site . It was highly suggested that a location that is accessible to people be considered and in the Northside Neighborhood . 6. MSHDA Neighborhood Grant- discussion on the submission of Grant. It was submitted on time and information was to be available Friday, April 14, 2017. There will be follow up on the status of the submission that will be available at the next NPC meeting. 7. Committee and Staff Report a. Neighborhood services- 1. Chris Lussier passed out flyer on the Minor home repair program that would like to do 15 roofs this spring. Also stories from the Neighborhood that will focus each month on an NPC. Need people to offer pictures or stories at PublicInput@battlecreekmi.gov 2. Question raised- vacant lot Wood Street between Roosevelt and Goodale, people are using it as a dump site. Chris stated that this was noted by other staff as well. There is not  currently a sign about dumping, but that need to happen to state there will be fines. Property/rental inspections show they are due, but on radar to be inspected and permits are not necessarily delinquent. b. Police Department- officer Francisco introduced Officer Heerbstreith at wanted to come, he is doing a report/ project on NPC2- Northside Battle Creek. He has been a BC Central and has engaged many students and residents. Reviewed activity reports. c. Beautiful Battle Creek Award- 343 N. Wood Street. d. Community Engagement- Sam Gray, Youth day of Caring- May 12, 2017, several schools are slated to participate in cleaning up area Claude Evans Park. e. Elected Officials- Lynn Gray- Commission agenda for April 11 available. The other scheduled meeting is April 18t... 1. Mayor decided that May 2nd, the farm animal ordinance will come to vote, a the public will be able to comment at that time, since there were so many at the last meeting that were not able to give comment. NPC1 and NPC2 both voted as a council against the ordinances and Commission Gray will VOTE NO based on the feedback from the constistutant. City manager evaluations are forthcoming. A budget workshop on will be held April 13, 6:00 Dept of Public works and Planning Commission meeting. Parks and Rec are still looking to hire youth ages 16 and over for summer. Also still looking for youth volunteers for Youth Advisory Board and Sister City program. Grand Opening of FIREHUB will be April 19 10:00am. Keeping you informed- May 23rd, Workshop at Second Missionary Baptist church of N Washington , code, deeds and property that is family home and issues around that. Tuesday April 18th city commission meeting- it will be introduced to move city elections from odd to even years to coincide with other state, federal elections. City clerk has looked at cost and feel this will be cost saving to the city. 8. Old Business-MSHDA Grant- committee needed to to work with SWMCDC on planning and implementation. There was a motion made to table this discussion to the May meeting. IT was second and motion passed. Next meeting: May 8, 2017, 7:00PM at SWMCDC- 47 N.
