Northcentral Neighborhood Planning Council #2 Southwest Michigan Community Development Corp. 47 N. Washington Avenue Monday September 11, 2017 Minutes 1. Call to order and welcome: Chairperson-Joe Hooper 2. Attendance: Members- Jeffrey Dinkins, Grace Health-David Draper, Larz Martin-Bey, Lynn Ward Gray, Samuel Gray, Kitty Hillian, Joe Hooper, Geraldine King, Steve Lee, Southwest Michigan CDC-Yvonne Powell, Ronald Sweet, Prentice Thompson, Guests- Kelly Dillman, Sharon Yaskulski, BCPD-Officer Chad Francisco, City of Battle Creek-Chris Lussier, Nicholas Virgil- 92 Manchester. 3. Approval of Minutes: August 14, 2017, motion to accept by Lynn Gray and 2nd Sam Gray- motion approved. 4. Correspondence: & announcements: Leola Parrish – city of BC called Joe to set a date to present the city Master Plan and engage the council. She will come to the November 13, 2017 meeting. 5. Guest Presentation: None 6. Committee and City Staff Reports: a. BCPD- Officer Francisco passed out report and highlighted several items for July from the report 26 - assaults,8-BE, 9-larceny, 2- robberies, 3-drug and 3- fraud. In addition there were 120 foot patrols and 53 traffic stops. b. Neighborhood Services- Chris Lussier provided the report on code compliance. There were 16 paint vouchers given out and there is still more paint available through the paint voucher program. Chris is looking at the application for Lead Remediation Grant. This program focuses on families with small children 0-6 with lead paint in the homes. The county health department tests the family and the city would look at remediation for more homes through this program. For more information go to the Calhoun County Lead Task Force for more information. October is National Lead Awareness Month. c. Beautiful Battle Creek Award: These are nominated and approved to submit: NPC2- has one business-Lifecare Ambulance at 330 Hamblin 175 Oneita 290 N Washington Ave 283 N. Washington Ave 127 Manchester. d. Membership- reviewed several names on list that have not participated; Joe will reach out to those to see if they want to continue as a member. Lee McDonald Jr. - is working 2nd shift. Engagement- Jeffrey Dinkins- clarification on backpack program that 2nd Baptist youth were going to join with the NPC on the back to school event and was waiting for a date from NPC2. This project is currently not going to proceed at this time. E.NEP- Neighborhood Improvement- SWMCDC- Yvonne- we currently have 12 applications turned in with bids and pictures. We have extended the date to turn in applications to August 24, 2014 and if they have an application and are working to get it in we will accept those until we have enough to complete the project. This grant can serve about 33 households. We have applications that NPC members can take and give out to neighbors and place at local businesses. We met with Chris and Matt to look at projects, bids and costs. If any is having trouble securing bids, they can call SWMCDC for additional contractors and other handymen. Homeowners can do the work themselves, but they must guarantee that the work gets done. We also decided on two Saturdays in October for the landscaping event Oct 7 & October 14. We will set the times so that volunteers can be solicited. Sam provided the information about the Volunteer Fair at KCC on September 20, where we can have information about the even available and possibly sign up some student volunteers. Officer Francisco will also get that information to St. Phillip School. f. Elected officials: Lynn Ward Gray, - City commission has workshop on Medical Marijuana laws prior to commission meeting in chambers. g. Old Business h. New Business- BC family reunion sponsored by Urban League Saturday at Claude Evans Park 12-8pm, bring your own food and grills. Public Comments- Nicholas Virgil of 92 W. Manchester was guest.
