1. Call to Order & Welcome: 6:03pm Pastor French calls to order. Welcomes.

3. Adoption of the Agenda: Motion to accept Jeff Breedlove. Second Ron Sweet.
Voted unanimously. 7 for 0 against.
4. Approval / Amendment of Minutes: Brent Heuss moves to accept, Cynthia Wyatt
second. Voted unanimously. 7 for 0 against.
5. Correspondence (sent/received) & Announcements:
June 18th at 7pm representation at City Hall for Helen Montgomery Monument
(Please submit all correspondence/announcements in writing whenever possible)
6. Committee & City Staff Reports:
a. Police Department/Fire Department:
• Cpl. Gentry gives report 5/1-5/31. Foot patrols at 24. Traffic stops down. 0 robberies.
1 carjacking. . 0 fraud. Arrests went up significantly. Total events 4 of 9
• Cpl. O’Bryant. Celebrating 0 robberies and frauds. Non aggravated assaults. 14
reported. Does not mean after they went to court that is what it ended up at.
Summerset was problem house. Search warrant. Many people in house. Condemned
house. Owner occupant is able to be there during daytime house to bring up to code.
Many people were arrested for possession of drugs. Still happening, trying to get it
under control. Owners have a 4th amendment right. It is an owner occupied house.
• House on fox. Knocked on door.
• Calls on Howland. Playing phone tag. Knocking on door again.

• If you have a problem in neighborhood. Cpl Obryant will knock on door. Name will not
be given.
b. Elected Officials:
Pastor French: Elected new board chair. Dereck King. Commission board for
Calhoun county.
c. Neighborhood Services:
Helen Guzzo: goes over code compliance report. Weeds. 800 enforcements
so far this year. Any properties having issue, will relate to Yolanda.
Discussion of condemned houses. They lose their certificate of occupancy.
Can convict them. 90 Goodale. Discussion.
Corp. O’Bryant. Have to call building inspection. Don Wilkenson. Can call
him to ask specific questions.
Discussion on 214 Kendall. Garbage everywhere. They were evicted. But
garbage all in front. Discussion. Yolanda will look at that tomorrow.
d. Beautiful battle creek awards.

f. Committees: nothing yet.
g. Battle Creek Public Schools: None present.
h. Landbank. Quinton demolition project gone out to bid. Stabilization for the project. The bids
will go on 25th of this month. New roofs for all of them.
Shout out to neighborhood Advisory committee. Next meeting July 10th Wed. 6-8 pm Link
community event space.
i. Grace Health. Accepting walk ins. Minor injuries, vaccines. Pediatric and will fill
prescriptions and have free delivery. Would love to help. Taking walk ins for dental. Medicade
patients only. M-Th 730-1130 am 130-530. Friday hours a little different. The rest of grace
health will accept all insurance. No openings for family practice. Only reestablishing or already
existing for walk ins. See attachment
7. Presentation:
Battle Creek fire department. Fire inspector Cleland.
Meet and greet. Planning on installing 500 smoke alarms in NPC 2 area. Struggle to get
enough volunteers. 12-15. Will be flyer with water bill and door hangers. Create list in NPC 2.
Small fire presentation. Then three smoke alarms and one CO alarm. Sept 21st and 28th.
2.5hrs each day. See attachment
8. Old Business:
Pastor French: Concerns in neighborhoods. Speeding down Greenwood. Nobody has been saying
anything lately. Still a concern. Mr. McKinny feels it’s a concern. Flying up and down the street
everyday. One day tried to get speed bumps. Discussion. Was not able to do it because is damages
plow trucks. Discussion of removable speed bumps. Check into it. Corp O’Bryant will check on
removable speed bumps.
Pastor French concern. Somebody had a tent camped out in playground. With shelter closing, people
trying to find places to sleep. If you see things, keep an eye out. Discussion.
Corp O’Bryant has been doing project. We know certain circuit courts have said homelessness is not a
crime therefor they can sleep and hang out on public property. Private property, police does not have
right to make someone leave. But all means give dispatch a call. 269 781 0911 give location and date.
Working on process with city attorney to remove them from public property in certain amount of time.
Mary Thompson. Concerned about property in front of her. Animals. Grass, bushes, running over to
my property. Washington. Big house on hill. On Washinton. No driveway or anything. Discussion. Its
on the radar to be declared vacant and abandoned building. 365 N Washington.
Pastor French. Battle Creek impacting violence. This Thursday. Try to decrease violence in
community. Last month had a team. Gang unit. Did presentation. This upcoming week. Have lock
boxes for guns. 6pm at Second Missionary Baptist church. Will invite to NPC 2 meeting.

Claude Evans parking lot. Still in process of doing that. Discussion. At Juneteenth reps from city will be
there.
Pastor French. Encouraging community. Putting extra effort in keeping lawns good and clean.
9. New Business.
Discussion. Is it possible to tap into one of fire hydrant for water?
10. Public Comments/Member Comments:
Pastor French: July 13th. Community carnival. Encourage to come out and show support. Looking at being a great
event. No charge. Free hotdogs. Need support. Will have police presence. Car show. Motorcycle show. Will
have a collective worship service at Second Missionary church this year
Juneteeth will be showing Wish on Friday at Washington heights. then celebration on Saturday. Friday at 7pm.
There will be popcorn and pizza. Spread the word.
Discussion of dunk tank.
