Coburn / Roosevelt / Territorial / Wilson Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday, March 13, 2014 1. Call to Order / Time Convened: A meeting of the Battle Creek Coburn/Roosevelt/Territorial/Wilson Neighborhood Planning Council was held at the Michigan Tile & Carpet Community Room in Battle Creek, Michigan on March 13, 2014. The meeting convened at 7:06 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Cynde Foster, Gloria Mansfield, Joel Fulton, Absent, Excused: Tim Conlongue, Phyllis Hopkins. Absent, Unexcused: Christopher Simmons, Carrie Redner, Jolene Lussier, Suzanne Thurman. City Commission: None Present City Staff: Interim City Manager, Susan Bedsole. Interim Police Chief Jim Blocker. Guests: Chad Curtis, Robert Ashley, Ryan Lothschultz, Matthew Marble, Serena Long, Patrick Barnett, Dave Peterson, Linda Hicks, Art Kale. 3. Addition or Deletions to the Agenda: None 4. Approval of the Previous Minutes: None, meeting held without quorum. 5. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence, Historic District commission correspondence, typical neighborhood council interest correspondence and other announcements to the council and guests. 6. City Staff Reports: Code Compliance: Susan Bedsole distributed Golden Service Reports, gave an oral report of recent code, planning and development issues to the council and answered questions. Susan also gave a report about the upcoming city commission agenda and efforts of transparency and communications including input to the city on the current city manager search and gave an email address for citizen input: CMSearchCommittee@battlecreekmi.gov . Council members and guests engaged in an open discussion of city code, planning and development issues. Police Department: BCPD Crime Search Reports distributed by Susan Bedsole. Jim Blocker gave an oral report of recent safety and police department updates to the council, including efforts of the police department within the community. Jim also answered questions. Council members and guests engaged in an open discussion of safety and police department issues. 7. Speaker: No speaker attended this meeting. 8. Committee Reports: Commissioner Reports: No City Commissioners in attendance to report. Battle Creek Schools: Dave Peterson, Superintendent of the Lakeview School District and Linda Hicks, Superintendent of the Battle Creek Public Schools both spoke to the members and guests about community connection, school safety, school achievements, diversity within present day school settings, events & planning, legislative connections in Lansing, current government policies and bills that could affect our school systems in the future. Council members and guests engaged in an open discussion of our school systems and issues. Membership (new additions/deletions): No new Additions or Deletions. Beautiful Battle Creek Award: 307 W Burnham, the home of Gavin and Nicole Kasper. 1 Businesses: No Business / District report. 9. Old Business: None 10. New Business: None 11. New Business tabled for future meetings: None made 12. Public /Guest Comments: Art Kale, Calhoun County Commissioner, spoke to the Members and guests about his run and stand as candidate for the 62nd district in the House of Representatives of Michigan. 13. Members Comments: None 14. Adjournment: Motion to adjourn at 9:01pm by Cynde Foster, Second Motion by Gloria Mansfield. Motion carried. Meeting adjourned.
