Meeting Minutes
Thursday, April 10, 2014
1. Call to Order / Time Convened: A meeting of the Battle Creek Coburn/Roosevelt/Territorial/Wilson Neighborhood
Planning Council was held at the Michigan Tile & Carpet Community Room in Battle Creek, Michigan on April 10, 2014.
The meeting convened at 7:00 pm with council chair Gloria Mansfield presiding.
2. Attendance: Call to attendance by sign-in.
Members: Cynde Foster, Gloria Mansfield, Joel Fulton, Tim Conlogue, Phyllis Hopkins, Robert Ashley, Ryan
Lothschultz, Matthew Marble
Absent, Excused: Chad Curtis
Absent, Unexcused: NONE
City Commission: Mike Sherzer, Andy Helmboldt
City Staff: Code Compliance Staff, Elijah Martin. Police Officer, Tonya Wilt. Planning Department Staff, Glenn Perian
and Christine Hiltan
Guests: Patrick Barnett, Terris Todd, Jim Haadsma, Art Kale, Tim Scott
3. Addition or Deletions to the Agenda: None
4. Approval of the Previous Minutes: Motion by Joel Fulton and Support by Tim Conlogue to adopt the previous
minutes dated February13, 2014 and March 13, 2014. Members discussed. Motion carried with all members vote in favor.
5. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence,
Historic District commission correspondence, typical neighborhood council interest correspondence and other
announcements to the council and guests.
6. Speaker: Glenn Perian and Christine Hiltan with the Battle Creek City Planning and Zoning Department distributed
literature and spoke to the council and guests about the possibilities and potential of changing the zoning in the Capital
Ave. SW from Fountian St. to Territorial Rd. Glenn and Christine answered questions and the council and guests engaged
in an open discussion.
7. City Staff Reports:
Police Department: (Reported at start of meeting) BCPD Crime Search Reports distributed by Elijah Martin. Officer
Tonya Wilt gave an oral report of recent public safety and police department updates to the council. Officer Wilt also
answered questions. Council members and guests engaged in an open discussion of public safety and police
department issues.
Code Compliance: Elijah Martin distributed Golden Service Reports, gave an oral report of recent code issues to the
council and answered questions. Council members and guests engaged in an open discussion of city code issues.
8. Committee Reports:
Commissioner Reports: Commissioner Andy Helmboldt spoke to the council and guests about the current city
manager search, likely revisions to the city manager evaluation process, focus for the city by the commission, comments
toward the corridor project discussed in the current meeting and answered questions.
Battle Creek Schools: Tim Scott of the Battle Creek Public Schools spoke to the members and guests about
community connection, school safety, school achievements, events & planning. Tim encouraged a policy of open
communication with BCPS. Council members and guests engaged in an open discussion of our school systems and
issues. There was no representative from The Lakeview School District present.

Membership (new additions/deletions): No new Additions or Deletions.
Beautiful Battle Creek Award: 116 Pleasant Ave, the home of Richard and Kathleen Vandenboss.
Businesses: No Business / District report.

11. New Business tabled for future meetings:
a. Council elections, recommended by Joel Fulton.
b. Time limit placement on speaking, recommended by Phyllis Hopkins.
c. Additional members to be voted upon early in meetings, recommended by Ryan Lothschultz.
12. Public /Guest Comments: Both Art Kale and Terris Todd spoke briefly to the members and guests about their
campaigns as candidates for the 62nd district in the House of Representatives of Michigan.
13. Members Comments: None
14. Adjournment: Motion to adjourn by Phyllis Hopkins and supported by Cynde Foster. Motion carried with unanimous
vote. Meeting adjourned at 9:07 pm.
