Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday December 11, 2014 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on December 11, 2014. The meeting convened at 7:01 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Gloria Mansfield, Cynde Foster, Joel Fulton, Serena Long, Phyllis Hopkins. Absent, Excused: Patrick Barnett, Ryan Lothschultz, Matthew Marble Absent, Unexcused: Chad Curtis, Timothy Conlogue City Commission: Mike Sherzer City Staff: Susan Bedsole. Police Officers, Perry and Roth. Guests: Stacy Helmboldt, Jody Ptacek. 3. Addition or Deletions to the Agenda: None 4. Approval of the Previous Minutes: None (No Quorum) 5. Speaker: None at this meeting 6. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence, Historic District commission correspondence, typical neighborhood council interest correspondence and other announcements to the council and guests. Gloria Also reported on Neighborhood Planning Council Dissolution and Reinstatement Policy from all NPC meeting held 12/1/2014 with more to be updated at the January meeting. 7. City Staff Reports: Police Department: (Reported at start of meeting) BCPD Officers Perry and Roth distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. Officers Perry and Perin also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Code Compliance: Susan Bedsole distributed Code Reports, gave an oral report of recent code issues to the council and answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues and solutions. Committee Reports: Commissioner Reports: Mike Sherzer spoke to the council and guests about up-coming issues before the commission, including the consolidated plan being finalized with input from residents and goals from department heads, city budget, use of sandwich signs downtown and a related ordinance, plus the issue of prevailing wage. Commissioner Sherzer answered questions. Council members and guests engaged in an open discussion of issues. Area Schools: Stacy Helmboldt and Jody Ptacek from Coburn Elementary, Battle Creek Public Schools, spoke to the council and guests about the Adopt-A-Door program for Coburn Elementary. Stacy and Jody also answered questions. Council members and guests engaged in an open discussion of school issues. There was no representative from The Lakeview School District present at this meeting. Membership (new additions/deletions): 1  Beautiful Battle Creek Award (Residential and/or Business): Residential: 307 Burr St. the home of Marsha Randall Business: 703 Capital Ave SW – Richard Henry Funeral Home. Members Comments: Gloria: Patrick Barnett to report at the January Meeting on the Revitalization of Neighborhoods seminar held in Washington DC. Question made about members being consistently absent and unexcused. Action may be recommended to remove inactive members from council at a future meeting. 13. Adjournment: 8:30 pm.
