Meeting Minutes
Thursday March 12, 2015
1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at
The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on March 12, 2015. The meeting convened at
7:02 pm with council chair Gloria Mansfield presiding.
2. Attendance: Call to attendance by sign-in.
Members: Gloria Mansfield, Cynde Foster, Serena Long, Phyllis Hopkins, Patrick Barnett, Ryan Lothschultz, Matthew
Marble.
Absent, Excused: Joel Fulton
Absent, Unexcused: Chad Curtis, Timothy Conlogue.
City Commission: Andy Helmboldt
City Staff: Chris Lussier, Police Officers: Kurt Roth and Officer Hugget.
Guests: Olivia Lewis
3. Addition or Deletions to the Agenda: None
4. Approval of the Previous Minutes: A motion by Cynde Foster with support by Phyllis Hopkins for approval of the
meeting minutes from February 2015. Motion carried with all voting in favor.
5. Speaker: None
6. Correspondence and Announcements: Gloria Mansfield presented city planning commission correspondence,
Historic District commission correspondence, typical neighborhood council interest correspondence and other
announcements to the council and guests.
7. City Staff Reports:
Police Department: (Reported at start of meeting) BCPD Officers Hugget and Roth distributed Police Reports, gave
an oral report of recent public safety and police department updates to the council. Officers Hugget and Roth also
answered questions. Council members and guests engaged in an open discussion of public safety and police
department issues.
Code Compliance: Chris Lussier distributed Code Reports, gave an oral report of recent code issues and other city
business including the 5 year plan, new directions for federal funds in assistance programs for housing to promote
sustainability. Chris also answered questions. Council members, city staff and guests engaged in an open discussion
of neighborhood and city code issues, other business and solutions.
Committee Reports:
Commissioner Reports: Andy Helmboldt spoke to the council and guests about the current state and up-coming
issues before the commission, including performance of city manager Rebecca Fleury, communications, city staff
restructuring the city budget coming up, the issue of allowance of alcohol on city property/parks as a broad covering
permit for special events. Commissioner Helmboldt answered questions. Council members and guests engaged in an
open discussion of issues.
Area Schools:
There was no representative present from Battle Creek Public Schools, or the Lakeview School District.

Membership (new additions/deletions): None (earlier in meeting) a motion by Phyllis Hopkins with support by
Cynde Foster to remove Chad Curtis as a member of the council due to inactivity. The motion was not passed. Patrick
Barnett set to reach out and contact Chad on the matter.

Business: 248 Capital Ave SW – Nina’s Taqueria
Businesses Report: None reported
8. Old Business:
Ballot vote, Council Election of NPC Chair, Vice Chair and Secretary
Chair: Gloria Mansfield
Vice Chair: Patrick Barnett
Secretary: Ryan Lothschultz
A motion by Ryan Lothschultz and second by Cynde Foster for the Central Neighborhood Planning Council schedule for
2015 to be as follows: The second Thursday of every month with no meeting in July. Motion carried with all voting in favor.
9. New Business:
a. Byrne Criminal Justice Innovation grant Process Patricipation Spoke about by Gloria Mansfield.
b. BC Vision spoke about by Gloria. Distributed questions about small business for input to BC Vision.
c. Place Making Workgroup Committee formed with chair of committee as Patrick Barnett. Members of the
committee include, Gloria Mansfield, Cynde Foster, Serena Long, Phyllis Hopkins, Ryan Lothschultz and Matthew Marble.
