Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday October 8, 2015 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on October 8, 2015. The meeting convened at 7:00 pm with council chair Gloria Mansfield presiding. 2. Attendance: Call to attendance by sign-in. Members: Patrick Barnett, Cynde Foster, Matthew Marble, Ryan Lothschultz, Phyllis Hopkins, Serena Long, Gloria Mansfield, Joel Fulton Absent, Excused: Timothy Conlogue Absent, Unexcused: City Commission: Susan Baldwin, Lynn Ward Gray City Staff: Community Development, Chris Lussier, Police Lt. John Chrenenko, Officer Jed Reames, Police Chief jim Blocker, Fire Chief Dave Schmaltz Guests: S. G. Yaskulski, Krista Trout-Edwards, Shopper News Staff 3. Addition or Deletions to the Agenda: Ryan Lothschultz made note of a correction in the old business section. 4. Approval of the Previous Minutes: A motion by Cynde Foster with support by Patrick Barnett for approval of the meeting minutes from August and September 2015. Motion carried with all voting in favor. 5. City Staff Reports: Police Department: BCPD officer Lt. Chrenenko and officer Jed Reames distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. The officer also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Reminder: Police non-emergency line number is 269.781.0911 The council and guests also heard from Police Chief Jim Blocker and Fire Chief Dave Schmaltz of the potential for upgrades and improvements to their facilities. The Chiefs also spoke of up-coming dates for department open houses and community conversations and also answered questions. Council members and guests engaged in an open discussion. Code Compliance: Chris Lussier distributed Code Reports, gave an oral report of recent code issues. Elijah also answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues, other business and solutions. Committee Reports: Commissioner Reports: Susan Baldwin and Lynn Ward Gray gave an oral report of recent and up-coming issues for the city commission including the city manager and city attorney review process, the cities master plan BC Vision, voting and the election Keeping You Informed, and the ethics committee. The commissioners andswered questions and council members and guests engaged in an open discussion. Area Schools: Dave Peterson, Lakeview School District superintendant gave an oral report including feedback from the public about their facilities, move to upgrade K- 4 buildings, upcoming meetings and community conversations. There was no representative present from Battle Creek Public Schools. 1  Membership (new additions/deletions): NONE Beautiful Battle Creek Award (Residential and/or Business): Residential: 218 W Bidwell, Marcie Bannister Business: 302 Capital Ave SW, JETCO Signs Businesses Report: Placemaking Committee: Patrick Barnett spoke to the council and guests to update Committee plans and strategic initiatives including master plan focus, city wide meeting, NPC meeting and clean-up dates. 6. Old Business: A Motion by Cynde Foster with the Support by Joel Fulton to a time limit on speakers to the council to 5 minutes speech and a 10 minute question and answer session. All voted in favor. 7. New Business: None 8. New Business tabled for future meetings: None 9. Speaker: Battle Creek Community Development Supervisor Chris Lussier and Calhoun County Land Bank Director Krista Trout Edwards gave a presentation and spoke to the council and guests. Their information included a new report of data the displayed specific statistics and planning for the NPC. Chris and Krista answered questions and the council and guests engaged in an open discussion. 10. Public /Guest Comments: None 11. Members Comments: None 12.
