Meeting Minutes
Thursday January 14, 2016
1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at
The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on January 14, 2016. The meeting convened at
7:03 pm with council chair Gloria Mansfield presiding.
2. Attendance: Call to attendance by sign-in.
Members: Cynde Foster, Ryan Lothschultz, Phyllis Hopkins, Gloria Mansfield, Timothy Conlogue, Matthew Marble,
Patrick Barnett, Serena Long, Joel Fulton
Absent, Excused:

City Commission: Mike Sherzer, Kaytee Faris
City Staff: City Manager Rebecca Fleury, City Engineer Darren Campbell
Guests: Rose Miller, Dr. John Bizon, Krista Trout-Edwards, and others
3. Addition or Deletions to the Agenda: None.
4. Approval of the Previous Minutes: A motion by Cynde Foster with support by Matthew Marble for approval of the
meeting minutes from November and December 2015. Motion carried with all voting in favor.
5. City Staff Reports:
Police Department: None. No officer present
Code Compliance: None. No city staff for code present
Committee Reports:
Commissioner Reports: Commissioners Mike Sherzer and Kaytee Faris with City Manager Rebecca Fleury
gave an oral report of recent and up-coming issues for the city and city commission including the Waste Management
contract, Binder Park Golf Course, police and fire stations, water meter updates, parks and recreation, Code Compliance
pre-trials and Community Development meetings and workshops. The commissioners and city manager answered
questions and council members and guests engaged in an open discussion.
Area Schools:
Rose Miller with Battle Creek Public Schools spoke to the council and guests about up-coming community
conversations, attendance and participation with the schools activities and storytelling. Rose answered questions and
council members and guests engaged in an open discussion.
There was no representative from the Lakeview School District.
Membership (new additions/deletions): A motion by Patrick Barnett with support by Matthew Marble for
approval of renewed membership to the council for Ryan Lothschultz, Cynde Foster and Timothy Conlogue. Motion
carried with all voting in favor.

6. Old Business:
The Central Neighborhood Planning Council – NPC 3 held Nominations and a vote by ballot for 2016 Council Chair, Vice
Chair, and Secretary with the results as follows:
Council Chair: Patrick Barnett
Council Vice Chair: Joel Fulton
Secretary: Ryan Lothschultz

9. Speaker:
Krista Trout-Edwards with Calhoun County Land Bank spoke to the council and guests about updates to the efforts of the
organization including the Side Lot Program and the Neighborhood Maintenance Program. Krista answered questions and
council members and guests engaged in an open discussion.
Darren Campbell with the City Engineering Division distributed road treatment reports for 2016 and spoke to the council
and guests about treatment plans for the roads in the NPC geographic area. Darren answered questions and council
members and guests engaged in an open discussion.
10. Public /Guest Comments: State Representative Dr. John Bizon gave an oral report of recent and up-coming issues
for the state of Michigan including State Energy policy, no fault, the State of the State, Detroit Schools, Albion Schools,
Flint Water and the Common Core. John answered questions and council members and guests engaged in an open
discussion.
11. Members Comments: Gloria Mansfield and her brother on Water Meter Issues.
12. Adjournment: 8:40 PM by Cynde Foster with Support by Matthew Marble.
