Meeting Minutes
Thursday October 13, 2016
1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at
The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on October 13, 2016. The meeting convened
at 7:00 pm with council vice chair Joel Fulton presiding.
2. Attendance: Call to attendance by sign-in.
Members: Joel Fulton, Ryan Lothschultz, Phyllis Hopkins, Matthew Marble, Cynde Foster, Gloria Mansfield
Absent, Excused: Kim Plested, Timothy Conlogue, Patrick Barnett, Scott Edwards
Absent, Unexcused:
City Commission: Mike Sherzer
City Staff: Craig Long, Jacqueline Slaby, Chris Lussier
Guests: Catherine LaValley, Dave Peterson

4. Approval of the Previous Minutes: None
5. City Staff Reports:
Police Department: BCPD officers distributed Police Reports, gave an oral report of recent public safety and police
department updates to the council. The officers also answered questions. Council members and guests engaged in
an open discussion of public safety and police department issues. Reminder: Police non-emergency line number is
269.781.0911
Code Compliance: Chris Lussier distributed Code Reports, Jacqueline Slaby gave an oral report of recent code
issues. Chris and Jacqueline also answered questions. Council members, city staff and guests engaged in an open
discussion of neighborhood and city code issues, other business and solutions.
Committee Reports:
Commissioner Reports: Commissioner Mike Sherzer gave an oral report of recent and up-coming issues for the
city and city commission including up-coming workshop on urban agriculture and farming, animal control ordinances, and
the adult business issue meeting. The commissioner answered questions and council members and guests engaged in an
open discussion.
Area Schools:
Dave Peterson from the Lakeview School District gave an oral report of recent and up-coming issues for the
district including the passing of the district bond proposal, building project work starting, community conversations and
meetings about the district, and retiring from his position. Dave answered questions and council members and guests
engaged in an open discussion.
Catherine LaValley from the Battle Creek Public School Board gave an oral report of recent and up-coming
issues for the district including the parent teacher conferences, school unity, Superintendent Kim Carter, and Washington
school building having a potential new purpose. Catherine answered questions and council members and guests engaged
in an open discussion.
