Central Neighborhood Planning Council - NPC 3 Meeting Minutes Thursday February 9, 2017 1. Call to Order / Time Convened: A meeting of the Battle Creek Central Neighborhood Planning Council was held at The Michigan Tile and Carpet Community Room in Battle Creek, Michigan on February 9, 2017. The meeting convened at 7:00 pm with council vice chair Joel Fulton presiding. 2. Attendance: Call to attendance by sign-in. Members: Cynde Foster, Phyllis Hopkins, Timothy Conlogue, Joel Fulton, Kim Plested Absent, Excused: Patrick Barnett, Gloria Mansfield, Ryan Lothschultz Absent, Unexcused: Scott Edwards City Commission: Mike Sherzer, Lynn Ward Gray City Staff: Officer Derek Walters, Jacqueline Slaby Guests: Jake Smith, Amy Rose Robinson, Angela Hartung, Niaka Dunbar 3. Addition or Deletions to the Agenda: None. 4. Approval of the Previous Minutes: None, No Quorum 5. City Staff Reports: Police Department: BCPD officer Derek Walters distributed Police Reports, gave an oral report of recent public safety and police department updates to the council. The officer also answered questions. Council members and guests engaged in an open discussion of public safety and police department issues. Reminder: Police non- emergency line number is 269.781.0911 Code Compliance: Jacqueline Slaby distributed Code Reports, gave an oral report of recent code issues, and answered questions. Council members, city staff and guests engaged in an open discussion of neighborhood and city code issues, other business and solutions. Committee Reports: Commissioner Reports: Mike Sherzer and Lynn Ward Gray Spoke to the council and guests about recent and up-coming issues for the city commission including restructured DDA funds, work on paying down debt, and downtown construction. Area Schools: Niaka Dunbar from the Battle Creek Public School Board gave an oral report of recent and up-coming issues for he district including the continued need for Reading Buddies and a recently started Parent Advisory Council. The council members and guests engaged in an open discussion. There was no representative from the Lakeview School District. Speaker: Amy Rose Robinson and Angela Hartung from the Calhoun County Land Bank Authority spoke to the council and guests about the Mow and Maintenance program. Jacqueline Slaby, Code Officer with the City of Battle Creek spoke to the council and guests about the International Property Maintenance Code. 10. Public /Guest Comments: Jake Smith, County Commissioner, with jobs at the Road Commission and detective position with the County Sheriff. Lynn Ward Gray with Keeping You Informed, Mayors State of the city address, County lead Task force, Next City Commission workshop is on NPC’s, Lynn’s Town Hall Meeting on property deed registry and city codes on property issues. The Council, city staff and guests engaged in an open discussion. 11. Members Comments: Phyllis Hopkins about exterior sign for Beautiful Battle Creek Award recognition.
