Thursday, November 9, 2017
Call to Order/Time convened: The meeting convened at 7 P.M. by V.Chair Joel E. Fulton presiding.
Attendance: Call to attendance by sign-in.
Members: Cynde Foster, Gloria Mansfield, Joel E. Fulton, Trudy Hall, Phyllis Hopkins,
Tim Conlogue, Patrick Barnett.
Absent Excused: Scott Edwards
Absent Unexcused: Ryan Lothschultz
City Staff: Officer Herbstreith, Chriss Lussier, James Belfore, Kelly Dillman, Sgt.
Rabbitt. Commissioner Lynn Gray and Chris Simmons.

Addition or Deletions to the agenda: none
Approval of the Previous Minutes: A Motion was made by Joel E. Fulton, 2nd Cynde Foster to approve
the May, June, August, September, October minutes. None in July as there was no meeting.

City Staff Reports: Police and Code reports were handed out.

Commissioner Reports: Commissioner Lynn Gray gave an oral report of recent and
Up-coming issues.
Area Schools: BCPS Mitch Fowler gave an oral report.

Public/Guest Comments: Dr. Denise M. Washington from the Share Center share some insights to the
news of K-Mart closing in January and what it means to the people who come to the Center and will
mean to our neighborhoods in the future.
She was invited back to our December 14th Meeting to be the Speaker.
Member Comments: Joel asked everyone to think of projects within our NPC that could be completed
by small groups of members.
Election reminder for January Meeting.
