Central Neighborhood Planning Council-NPC3 Michigan Tile & Carpet – Community Room 101 E. Columbia Ave., Battle Creek, MI 49015 Minutes: March 8, 2018 1. Call to Order/time convened: 7p.m. 2. Attendance: Members: Joel E. Fulton, Cynde Foster, Trudy Hall, Tim Conlogue, Cari L. Briggs, Robert J. Kist, Jerry Dill, Penny Dill, Gloria Mansfield, Angel Flores Excused Absent: Frank Nemethy Unexcused Absent: Patrick Barnett & Tim Marske City Staff: Stephen Herbstreith (BCPD), Kelly Dillman (BCPD), Chief Blocker (BCPD), Commissioner Lynn Ward Gray (Ward 2) 3. Addition or Deletions to the Agenda: None 4. Approval of Minutes: Motion by Trudy Hall 2nd Bob Kist to approve minutes from Feb. 8th 2018 Motion Carried. 5. City Staff Reports: 1.Police Department- Officer Herbstreith handed out reports, mentioned thefts from mail boxes and packages off porches. Code Reports: None due to department not in attendance. Committee Report: 2. Commissioner Report: Commissioner Gray told of Battle Creek Receiving a redevelopment certificate (1 of 17 given), approved The master plan, Blue Ribbon Committee is underway, Transit Dept. is working on draft of their plans, Youth Advisory Board is Membership until April 13th, a BCPD Officer was approved for Lakeview School, a town hall meeting will be held on May 22 from 6:30-8p.m. Led by the Youth Advisory Board (location to be determined). 3. Schools (BCPS & Lakeview): none 4. Membership (new additions/deletions): It is with heavy heart we Inform you of the loss of our Member Phyllis Hopkins; who has been A member since NPC’s were formed. She was a passionate warrior for Our NPC participating on many project-Dangerous Buildings, Blight, Crime Watch, having a Commercial Code to mention a few. We will miss her spirit she had to make our community a great place to live. 5. Beautiful Battle Creek Awards: R-52 Logan St. B-870 W Columbia (Aldi’s) 6. Businesses Report: New Business has taken residence in old laundry Bldg. on Territorial a Music business. 7. Place Making Committee: None 8. Old Business to be finalized: None 9. New Business for future Meetings: Speaker for April Meeting – Charlie Kaufmann-Cook from Community Fair Housing. 10. Speaker: Chief Blocker of the BCPD gave handouts on “Unmanned Aircraft Systems” and stated how they will be used by the department. 11. Public/Guest Comments: None 12. Member Comments: The Battle Creek Public Library would like to come speak to us. 13. Adjournment Time: 8:17 by Joel E. Fulton 14.
