Call to Order/time convened: 7 P.M.
Attendance:
Members: Joel E. Fulton, Cynde Foster, Trudy Hall, Tim Conlogue, Robert J. Kist,
Cari L. Briggs, Tim Marske, Jerry Dill, Penny Dill
City Staff: Richard Bolek CBO, Stephen Herbstreith BCPD, Kelly Dillman BCPD
Guests: Jeff Breedlove, Ron Sweet (Vice Chair of NPC 2), Krista Trout-Edwards
(Land Bank Authority), John Compton (191 Summer St.)

Approval of the Minutes: Motion by Tim Marske, 2nd by Cari Briggs to approve the
April 12, 2018 Minutes. Carried
City Staff Reports:
Police Department: Officer Herbstreith passed out reports. Warmer weather – so be
Alert and call 911 with any concerns/crimes.
Kelly Dillman passed a sheet around for Member Contact info.
She mentioned the Byrne Grant Ambassador Program part-
Time (estimated 10-15 hrs. per month and length of is 6
Month term, maximum 2 terms. Contact her if interested.
Code Reports: Reports were handed out by Richard Bolek.
Commissioner Report: Chris Simmons emailed they are working on the Budget,
Police & Fire millage.

Place Making Committee: suggestion to combine with Byrne Grant

Speakers:
Jeff Breedlove: He works in the Scientology Church Community Outreach. He
Talked and displayed pictures of what the old Hart Hotel-now
Owned by the Church-will look like when estimated 10 million dollar
Construction is completed. This Center will service members from
Grand Rapids, Lansing, South Bend and Fort Wayne.
Krista Trout-Edwards: She shared properties that will be demolished, that they
Own 900 properties, the summer mowing program of vacant lots.
They are also holding training/workshop events at 26 Fremont St.
Each Session is $25 and dates are: June 9th (foundation repair);
July 14 (window restoration); August 11 (pocket doors, interior
Wall repair and plaster repair, exterior paint and porch.

John Compton: Came to our NPC to discuss a speeding problem he is having in his
Area. He came with a Bechman Avenue Speed Study (very thick
With data). The City has had Policy Changes with how they handle
Speeding problems; asking citizens to bring the problem to their
NPC’s and if the problem is thought to be worthy, a letter can be
Sent from the NPC to the Traffic Engineering Manager to further
Look into the matter.
Motion by Robert J. Kist 2nd Trudy Hall that a letter for the City
Traffic Engineering Department to address the Speeding
Problems brought to us by John Compton. Carried
Joel will write the letter.
Public/Guest Comments: Ron Sweet mentioned a Beautification Project they did in
Their NPC.
Member Comments: Project sheets from the Byrne Grant 1st Workshop were brought
To this meeting for meetings to put 2 blue dots by project they
Would like to see worked on. These will be re-presented at next
Workshop on June 4th from 6:30-8:30 p.m. at the Salvation Army
At 400 NE Capital Ave. All NPC members encouraged to
