Central Neighborhood Planning Council – NPC3 Michigan Tile & Carpet Community Room 101 E. Columbia Ave., Battle Creek, MI 49015 Minutes of August 09, 2018 Call to Order/Time Convened: 7 P.M. Attendance: Members: Cynde Foster, Trudy Hall, Cari L. Briggs, Gloria Mansfield, Penny Dill, Jerry Dill, Robert J. Kist, Tim Marske, Joel E. Fulton, Tim Conlogue City Staff: Carl Fetters, Kelly Dillman, Officer Herbstreith Guests: Karen May, June Cortright, David Henkel Addition or Deletion to the Agenda: Carl Fetters, Community Cleanup, Meeting Place Approval of June 14th, 2018 Minutes: Motion by Tim Conlogue, 2nd Rob J. Kist to Approve the minutes. Carried City Staff Reports: Police Department: No reports. Kelly Dillman did tell us of save the date of August 23, 2018 for “Be Safe Battle Creek”. The kick off for the Byrne Grant. There will Monthly meetings on the 4th Thursday. The meetings will engage residents, BC Police Officers, and Kelly Dillman. Meetings either at DPW on Kendall St. or Community Room in the new Police Department. You can call Kelly for any Questions and meeting place 269-832-4597 Code Department: None no one in attendance Committee Reports: Commissioner Report: None present Schools- BCPS & Lakeview: None present Membership (new additions/deletions): None Beautiful Battle Creek Awards: R-191 Harris B-469 Capital Ave., SW Businesses Report: None Place Making Committee: None Old Business to be finalized: Joel updated us on the Community Cleanup Project scheduled for September 29th, 2018. He filled out the Grant Application. Grant Committee has questions before being granted. Possible flyer distribution in our Neighborhoods on September8th… or later; and, having Boy Scouts from Chapel Hill help. New Business: Joel has been approached to use the Trinity Methodist Church on Bidwell as a Meeting place. They have merged with Chapel Hill Church. Discussion was had By members. Motion by Jerry Dill 2nd Rob J. Kist to move our meeting to the Community Room in the Trinity Methodist Church on Bidwell to allow for growth, as we Don’t have enough seats for all in attendance at some meetings. Motion carried one opposed Our NPC has greatly appreciated the use of the Community Room at Michigan Tile & Carpet. New Business for Future Meetings: None Speaker: Carl Fetters from the Traffic Engineering Dept. of Public Works, City of BC To explain the city Departments new policy in how they handle street problems From concerned residents. They must go to their Neighborhood Planning Council with the concern, the NPC Members then decide to write a letter to The Traffic Engineering Dept. to do a study of said problem. (Ex: Bechman Ave. Brought to us by John Compton. City did study in fall of 2016/Spring 2017). Our NPC sent letter for it to be looked at again as problem still ensuing. Two residents were in attendance tonight with a “speeding problem” on Battle Creek Ave. heading to party store on Meachem St. We recommend That the problem be looked into; and, report back to us at the September 13th Meeting. (You can call the Secretary with an update, phone number at Bottom of minutes.) Public/Guest Comments: Questions on Noise Ordinance hours. Member Comments: Gloria mentioned work to begin on railroad tracks on Capital Ave. thus closing the Street until work is finished. Also mentioned the Security measures for the Lakeview Schools, Old Lakeview closed Friday Night for old cars and Cruise the Gut on Saturday. Adjournment: 8:20 p.m. By Robert J.
