Central Neighborhood Planning Council – NPC3 Minutes of June 13, 2019 Trinity Methodist Church (Trinity Neighborhood Center) 10 W. Bidwell St., Battle Creek, MI 49015 Call to Order/Time Convened: 7 PM Attendance: Members: Cynde Foster, Tim Conlogue, Cari L. Briggs, Trudy Hall, Jerry Dill, Penny Dill, Tim Marske, Tim Cole, Gloria Mansfield Excused Members: Rob’t Kist City Staff: Stephen Herstreith BCPD, James Belmore Code, Commissioner Griffen Guests: Rick Buchanan, Kera Buchanan, Jeffrey A. Cotton (On the Ground), Troy Kirtley, Brandi Kirtley, Pastor Janet Wilson Addition or Deletion to the Agenda: None Approval of the May 9, 2019 Minutes: Motion by Jerry Dill 2nd Trudy Hall that the Minutes of May 9, 2019 be accepted as presented. CARRIED City Staff Reports: Police Dept: Officer Herbstreith talked about Crime Report that he sent to the Secretary and she emailed to members that gave her addresses. Our NPC had The most calls for service. He is attending training in Lansing for driving. He will be Beginning a new assignment (that he will build) in the Byrne Grant Area-being pro- Active, talking with Business owners with what they feel needs to be addressed. This will be for one year and funded by the Police Dept. His hours will be 8am to 4pm. He announced that Cynde Foster as the second Ambassor to NPC3 Byrne Grant Along with Tim Cole. Code Reports: Reports handed out by James Belmore-noting that Cheri Cunningham has been busy with weed/grass complaints with all the rain that has Fallen. Junk & trash easier to see. He reminded us of the FREE PAINT that is Available from the city. Take a picture of your project to the Code Dept. (Rm117) In City Hall to fill out a 1 page Application; you can receive up to 10 gallons of paint And a paint kit…or paint can be delivered to you. You have 2-3 months to Complete the project. Committee Reports: Commissioner Report: Commissioner Griffen talked of the 3 Ordinances passed. Schools-BCPS and Lakeview: No representation Membership (new additions/deletions): MOTION by Cynde Foster 2nd Tim Conlogue to add Rick Buchanan, Kera Buchanan of 39 S. LaVista Blvd., Battle Creek MI 49015 Ph. 269-615-7641 and Troy Kirtley, Brandi Kirtley of 42 S. LaVista Blvd., Battle Creek MI 49015 Ph. 269-209-9898 as Members after Fulfilling requirements. CARRIED Beautiful Battle Creek Award (Residential/Business): R-221 W. Bidwell B-282 Capital Ave. SW Business Report: None Place Making Committee: None Byrne Grant Report: All the costs for converting the light poles to LED Bulbs (that we gave them within areas of crime) from Consumers Energy has been received by the City. The Streets affected will be Capital & Territorial; Fountain St.: Meachum & Goguac; Meachum & Sumac; Rittenhouse-from Capital to Caroline. The go-ahead was given To Carl Feddars at the DPW to procede with the Lighting Project. Later on the Clean Up Project will be finalized; Officer Herbstreith has two alleyways in mind. Old Business to be Finalized: None New Business for Future Meetings: Christine Zuga-Master Plan; Person who can Market empty buildings in Old Lakeview for new businesses. Speaker: None Public/Guest Comments: Jeffrey Cotton spoke about the “On The Ground Battle Creek” Project funded by Corporations of our City-sharing positive stories from our Area. One such story is the creation of Trinity Neighborhood Center in the Trinity Methodist Church; it can be viewed on Face Book under TNC. On June 27th, 2019 from 5-8 pm an Open House Party will be held to show off the Center. The work done by the Community to get it ready and what is available to Be used. Member Comments: Announced the Public Hearing on Proposed 2019-20 Budget For the Lakeview School District…on June 24, 2019, at 7pm at the Lakeview High School Forum (2nd floor), 15060 S. Helmer Rd., Battle Creek MI. The Property Tax Millage rate proposed to be levied to support the proposed budget will be the Subject of this hearing. The School Board may not adopt its proposed 2019-20 Budget until after the public hearing.
