Central Neighborhood Planning Council – NPC 3 Minutes October 10, 2019 7:00PM Trinity Community Center 10 W. Bidwell St., Battle Creek, MI 49015 Call to Order/Time Convened: 7:00 PM by Vice Chair Robert Kist Attendance: Members: Cynde Foster, Robert Kist, Rick Buchanan, Kera Buchanan, Gloria Mansfield, Cari L. Briggs, Trudy Hall, Tim Marske, Dave Henkel, Tim Cole Excused Members: Tim Conlogue, Jerry Dill, Penny Dill, Troy Kirtley, Brandi Kirtley City Staff: Chris Lussier (Community Development Dept) Freddie McGee (Battle Creek Public Schools) Guests: Pastor Janet Wilson, Jim Haadsma Addition or Deletions to the Agenda: None Approval of the Minutes: MOTION by Cari L. Briggs 2nd Gloria Mansfield to Accept minutes of September 12, 2019 as presented. CARRIED City Staff Reports: Police Department: None-no officer present Code Reports: Chris Lussier handed out reports Committee Reports: Commissioner Report: None-no one in attendance; for quite some time Schools (BCPS & Lakeview): Freddie McGee from BCPS spoke to the Members About the need for “Reading Buddies” for the kids. A new rule is that any 3rd Grader will be retained there if not an efficient reader. They also have a Parent University to help get parents involved with monthly meetings. In attendance is A CPS representative. Membership (new additions or deletions): MOTION by Kera Buchanan 2nd Trudy Hall to “remove” the following Members for non attendance: Angel Flores, Patel Prakasm, Frank Nemethy,kAren May. CARRIED Beautiful Battle Creek Awards (Residential and/or Business: R-4 plex of apts., 20 &18 and 16 &14 Beckman, B-935 W. Territorial Business Report: None Byrne Grant Project: Cynde Foster talked about the Clean Up that will be on held on Saturday, November 2, 2019. We will be meeting at the Trinity Community Center At 10 am to get supplies to clean up 3 areas…the areas are the vacant lot on the Corner of Fountain & Capital (across from Horrocks), the alley that runs along side Of Jetco Sign and the empty store (connected to Dollar General) across from the Community Center. We invite anyone interested to join us. After the clean up, There will be food, water, and conversation. Old Business to be finalized: None New Business: Robert Kist mentioned we work on building our Membership. Bring ideas to next meeting. He Passed out a survey to be filled out that helps to designate areas the residents Of Battle Creek feel important (which went out in water bills and the City’s web Site)…these surveys establish the priorities for the community development work In Battle Creek and governs how the City allocates funds to projects and programs.The Consolidated Program is done every five years. The Community Development Division coordinates planning and administers State and Federal Grants on behalf Of the City. He also handed out CDBG Target Area Report of our NPC Area; with Graphs of residential mortgage and tax indicators, residential sale indicators, and Residential occupancy indicators. A website (that is updated at midnight everyday Is https://mi-battlecreek.dynamo.city) is a great tool for this information. An example of a program is the Lead Abatement Program, home improvement Program, and community development block grants (CDBG). He gave us the City of Battle Creek’s five year Consolidated Plan (2020-24) proposed Strategic priorities which ensures safe, prosperous and equitable communities by Creating strong, sustainable & inclusive neighborhoods and quality, affordable Housing for all people in Battle Creek. Public/Guest Comments: None Members Comments: Gloria shared information on the Battle Creek Planning And Zoning Ordinance Rewrite Project-3 day churette workshop. Cynde also Attended. Gloria also went to the Economic Development Meeting at Grace Health.
