The Minutes of February 13, 2020 CARRIED
CITY STAFF REPORTS:
Police Department: Officer Ty Dilling is our new spokesperson replacing Officer
Herbstreith and is the grandson of our longtime member Phyllis Hopkins who
Passed. He gave us the stats on traffic stops, foot patrols, domestic assaults and
Retail frauds. Told us of the prostitution sting that took place. He passed out his
Business card if we have any concerns to get in touch with him or to call 911.
Code Report: James Belmore handed out reports. Junk & trash is showing up as the
Snow has melted, trash being dumped in the alleyways, and Property Surveys in
NPC’s 2, 5 & 11 starting soon and he will be helping. He talked about the “free
Paint program” that residents can take advantage of by calling the Code Office
And filling out needed forms. Suggestion of having Jessica K. put on Next Door.

Motion by Cynde Foster 2nd Gloria Mansfield that Tim Cole be given extended
Excused absence due to family illness. CARRIED

Businesses Report: New Pharmacy next to Liberty Mart
On Capital/Territorial open. Possible sale of Reliable building to a marijuana
Business (this is next to Pancake House, across from Horrocks).
Place Making/Byrne Grant: None as Cynde is still waiting to hear from Mallory
Avis (Transportation Dept) about the Garbage Containers.
OLD BUSINESS TO BE FINALIZED: renaming the sign that came down in yard of Trinity
Community Center that read Bidwell Neighborhood. Central Trinity Neighborhood
Suggested (to include our NPC name and Center’s name).

SPEAKER:
Kelly Dillman presented a video on the CLAUDE EVANS PARK SPLASH PAD. You can

Battle Creek Community Foundation-checks made payable to BCCF-Splash.
They need to raise $50,000 and will receive a match amount Grant from
Patronicity. The Splash Pad will be a Tropical Theme and water will be motion
Activated, will be ADA complied, open from dawn to dusk.
Fire Marshall Quincy Jones gave a presentation “Arson-Suspicious Fire”. There
Were 12 fires in our NPC. The BCFD is asking for any information or video from
Ring Doorbells from residents that can help solve the cause of these Arsons. This
Can be done by calling B.C.P.D Silent Observer 269-964-3888 ; B.C.F.D Fire
Marshall’s Office 269-966-3521 ; Fire Marshall’s Mobile 269-601-4681 ; Code
Compliance & Inspections 269-966-3348. Free smoke and carbon monoxide
Detectors are placed in your home by the Fire Department.
PUBLIC/GUEST COMMENTS: Pastor Janet (site Planner for Trinity) gave us the good
News of a $50,000 Grant from MSDA for Porch Improvements for a 4 block are in
Our NPC. They also want to have a Home Improvement Expo at Trinity Community
Center.
MEMBERS COMMENTS: Gloria gave us some updates on the BCAT Report she go for
2020-2021 Street work….Territorial Hill (between Capital & Riverside rebuild) and
Columbia Ave work.
We also mentioned to Officer Dilling that we hoped he will keep reaching out to the
Business owners that Officer Herbstreith had reached out to.
