Central Neighborhood Planning Council – NPC3 March 9, 2023 Minutes Trinity Neighborhood Center 10 W. Bidwell St. Battle Creek, MI 49015 CALL TO ORDER / TIME CONVENED; 7pm ATTENDANCE: Members Tim Conlogue, Bob Kist, Cynde Foster, Gloria Mansfield, Cari Briggs, Pastor Janet Wilson, Tim Cole Excused: Trudy Hall, Carla Berner, Al Berner, Elisha Hodge, Bryan Mayes Absent: Jack Montague, Jerry Dill, Penny Dill City Staff: Duska Brumm (Parks & Rec) Officer Ty Dilling Guests: None ADDITION OR DELETIONS TO THE AGENDA: Duska will pass out a survey. Election of Officers APPROVAL OF THE MINUTES: Motion by Cari Briggs 2nd Bob Kist to approve the minutes of January & February 2023 Meetings. Carried CITY STAFF REPORTS: Police Department: Officer Dilling told us of a Program, funded by a Federal Grant, that will have an Officer assigned to areas of the City to help solve problems in Their areas (similar to the Cops Program of past) that will begin in May. Spoke on problem areas within our NPC (Harris, Spring, Meachum, Freedom Lane Apts and Rittenhouse ). He urged citizens and businesses to have security cameras and to keep your eyes open; if you see something that you question-call to have checked out. Code Report: None COMMITTEE REPORTS: Commissioner Report: None Schools: BCPS and Lakeview Districts: None Membership (new additions/deletions): None Beautiful Battle Creek Award (residential and/or business): 112 Battle Creek Ave Businesses Report: Marijuana Businesses to open at 327 and 492 Capital Ave SW OLD BUSINESS TO BE FINALIZED: Election of Officers Motion by Gloria Mansfield 2nd Cari Briggs that the present Officers be elected. Carried Chair Tim Conlogue Vice Chair Bob Kist Secretary Cynde Foster NEW BUSINESS: Would like to rename a portion of Battle Creek Ave – “Jack Snyder Way” or an Honorary Sign under Street name on the corner of Capital Ave SW/Battle Creek Ave. All members present were in agreement. NEW BUSINESS FOR FUTURE MEETINGS: How to grow the Membership and applying for grants for this. SPEAKER: Duska Brumm talked to us on the City’s Park & Rec Programs. She handed out a survey to help with the planning of the Master Plan needed to apply for Grants. PUBLIC/GUEST COMMENTS: None MEMBERS COMMENTS: Gloria mentioned new BCats reports will be coming out and the new City “State of the Community” Newsletter that will be mailed to homes Quarterly (February, May, August & November). Cari gave her thoughts for increasing Membership. Think on this and bring more ideas to next meeting to discuss. Would like to have a NEW COMMITTEE (to REPLACE “PlaceMaking Committee) called - PROGRAMMING & NETWORKING. Pastor Janet Has volunteered to do this for us.
