CALL TO ORDER/TIME CONVENED; 7pm
ATTENDANCE;
Members: Tim Conlogue, Robert Kist, Cynde Foster, Gloria Mansfield
Excused: Tim Cole, Cari Briggs, Trudy Hall, Pastor Janet Wilson, Carla Berner, Al Berner

ADDITION OR DELETIONS TO THE AGENDA: None
APPROVAL OF THE MINUTES: No Quorum to approve the May 2023 Minutes
CITY STAFF REPORTS;
Police Dept.: We got to meet the COPS Officer to our NPC -Officer Ben Downey. He handed out the
reports and explained them to us. The number of B&E’s, larcenies, car thefts,
Assualts, retail frauds, traffic stops and answered any questions.
Code Reports: Reports were handed out. Told us of some problems with the homeless living in the
carports left from the apartment complex that burned (area of Goguac, Dickman,
Riverside) and murals have been painted (owned by the LandBank). Lots of long
grass reports, junk accumulation. Because the Code Dept. is down one officer (NPC 1) the
Other officers are covering it and their own.
COMMITTEE REPORTS:
Commissioner Report: Commissioner Simmons told us what was passed at the June 6, 2023 City
Commission Meeting. Discussed the County Transportation Proposal that is still
Being discussed, and the cost to the residents of BC. Discussion on changing
the parking downtown with the new bars opening.
Schools: BCPS & Lakeview: None
Membership (new additions/deletions): None
Beautiful Battle Creek Awards: R-150 Battle Creek Ave
Business Report: 100 Leaf (Marijuana Shop) at Capital SW & Goguac is open. They purchased some
property from the LandBank to have the needed footage to open.
OLD BUSINESS TO BE FINALIZED: None
NEW BUSINESS: None
NEW BUSINESS FOR FUTURE MEETINGS; Discussion on what usage we might like to see with some of
our 107 property/vacant lots the LandBank has in our NPC.
SPEAKER; Krista Trout Edwards with the Calhoun County LandBank talked to us about the 107
properties (mostly vacant lots) in our NPC. 35 of the 107 are side lots that
Can be purchased by a neighbor. Title work will be done by the LandBank as it can be over
whelming to the person who would like to purchase and register the new title.
Side lots 10,000 square feet and under is about $200; and, over 10,000 sq. feet would be
fair market value. If there are multiple vacant lots next to each other, they could be combine to
Make several smaller lots for smaller fill-in housing. Other NPCs are looking at this option
with LandBank properties. Properties in our NPC that this could happen is Rittenhouse,
Battle Creek Ave, Eldred near the old Wilson School area-just a thought.

MEMBERS COMMENTS: Cynde reminded everyone that there is NO JULY MEETING. Have a great
summer month off.
Also remember the Summer Party on Saturday, June 17, 2023 from Noon –
3pm at Trinity Neighborhood Center on Bidwell St. Volunteers needed.
