APPROVAL OF THE MINUTES: Motion by Gloria Mansfield 2nd Cynde Foster to approve the
Minutes of September 14, 2023 CARRIED
CITY STAFF REPORTS:
Police Department: Officer Dilling said car thefts are still high and that the Michigan State Police
are involved. Homelessness is a work in progress, trying to let them know what Services and funds
are available. Explained arrests and CAD calls. Law Enforcement is being trained on how to de-
escalate situations when dealing with someone with mental Illness. A trained Technician for
mental health to join the BCPD within the next month. They are taken to the hospital where they sit
down with a doctor and a Summit Point worker. Also available is the First Step Program Facility
located on College St. (in the old Regional Lab Bldg).The Non-Emergency number to call is 269-781-
0911. Still call 911 if there is an emergency.
Code Reports: Kim Brown (Code Officer) handed out reports. Most complaints were for weeds
and junk accumulation. She said the homeless are breaking into abandoned/vacant
structures. The Horrocks on Capital Ave SW/Fountain St (back entrance) has seen this
action. There are resources; but, the homeless do not avail themselves of them as there are rules to
follow. Most are Veterans. Most with drug addiction or mental illness. Eva mentioned that she
feels the homeless need to give the respect that they feel they should receive. It was mentioned that
the Share Center may close down due to no funds to continue. This is a daytime Center that many
with mental illness and homelessness use. Commissioner Simmons said he would look into this.
COMMITTEE REPORTS:
Commissioner Report: The next City Commission Meeting is October 17, 2023, at 7 p.m. Agendas
are available on the Thursday prior on the City website. The meetings can be watched on Access
Vision or the City’s YouTube site, or attend in person. On this Tuesday ordinances for marijuana
facilities and County Transit Authority will be on the agenda. He said Penfield and Emmett
Townships had opted out.
Schools: Battle Creek Public and Lakeview School District: None
Membership (new additions/deletions): Motion by Cynde Foster 2nd Pastor Janet Wilson to
recommend Eva Huddleston 101 Frisbie Battle Creek MI 49015 for membership. CARRIED
Deleted from Membership were Tim Marske and David Henkel.
Beautiful Battle Creek Award (Residential and/or Business): R- 321 Webber St. B-94 W.
Bidwell
Networking Committee: Tim Cole gave us ideas of how to spend the $350 Grant from the BCC
Foundation. Yard signs, flyers, Shopper articles. More discussion next month. Community
Minded residents for membership was discussed and how to attract them as most do not know
what a Neighborhood Planning Council is.

New Business For Future Meetings: Suggestions for future meetings were Chief Bagley, Jessica
Consumers Energy, Jessica VanderKolk
