CALL TO ORDER/TIME CONVENED: 7 PM
ATTENDANCE:
Members: Robert Kist, Cynde Foster, Gloria Mansfield, Tim Cole, Pastor Janet Wilson

Absent: Jerry Dill, Penny Dill, Cari Briggs

ADDITION OR DELETIONS TO THE AGENDA: None.
APPROVAL OF THE MINUTES: No quorum to approve the September 12, 2024, or August 8, 2024

CITY STAFF REPORTS:
Police Department- Officer Barrons introduced himself as the new COPS Officer for our NPC. He handed
out the reports and explained what is happening in our NPC. There was a shooting on Fountain near
Nina’s, homeless people are showing up from other cities, retail frauds, and other crimes and traffic
stops.
Code Reports: None; no officer in attendance
Committee Reports:
Commissioner Report: Commissioner Sofia told us about the Fire Station Upgrade & Addition Bond on
their agenda. Open house at Fire Station 1 from 1-3pm for Fire Prevention Week. Early Voting at the
Kool Center beginning October 26, 2024 for 9 days.
Schools: Battle Creek Public Schools and Lakeview Schools: None
Membership (new additions/deletions): resignation of Carla and Al Berner as they have moved to
Galesburg.
Beautiful Battle Creek Award (Residential and/or Business): R-558 Fairfield Ave B- 915 Territorial (no
quorum)
Business Report: None
Networking Committee: Tim Cole brought NPC flyers (that were discussed at the September Meeting)
to give us to hand out to people within our boundaries. Placing an Ad in the Shopper was suggested.
The balance left of the Grant from the Battle Creek Community Foundation is $71.52.
OLD BUSINESS TO BE FINALIZED: None.
NEW BUSINESS: None.
NEW BUSINESS FOR FUTURE MEETINGS: Gloria mentioned contacting Summit Point and Senior Citizen
Services.
SPEAKER: None. John Hart reschuled for November Meeting
PUBLIC/GUEST COMMENTS: Pat Fosdick brought up the problem they are having with the homeless on
the property of Village of Mill Creek at 300 Dickman Rd. Esmeralda, who lives on Goguac near two
vacant houses, people are entering them. Cynde gave them Office Barrons contact information, John
Kenefick gave us information where he feels the City Of Battle Creek and the Commission are failing the
residents.
MEMBER COMMENTS: Pastor Janet told us of the Open House at Trinity Neighborhood Center on
Saturday from 1-3. Partners & Programs invited. Pastor Janet also asked for volunteers to help with
voting on November 5th as 4 precincts will be voting in the TNC Building. She also told us she will be
retiring at the end of November with the new Director being Jessica Lamson. Pastor Janet will be on
vacation for our next meeting.
