Bidwell St., Battle Creek MI 49015 February 13, 2025 CALL TO ORDER/TIME CONVENED: 7pm ATTENDANCE: Members: Tim Conlogue, Cynde Foster, Gloria Mansfield, Jessica Lamson (TNC Director) Excused: Robert Kist, Elisha Mayes, Bryan Mayes Absent: Jerry Dill, Penny Dill, Cari Briggs RESIGNED: I received an email on 2/8/25 to remove Tim Cole from email list and that he wouldn't be at any NPC3 Meetings. City Staff: Police Department Officer Jason Barrons Code Department officers Megan Root, Jason Francisco City Commissioners Chris Simmons, Jessica LaCosse (NPC1) Guests: Regina Kilgore (Summit Point), Mark Husa, Rick Barnes, Archay Alexander, Charles Cherney, Clara Scherer, Mike Gothberg (Contractor), Aaron Boothe ADDITION OR DELETION TO THE AGENDA: Mike Gothberg to speak on housing development on Old Lakeview Hospital property. APPROVAL OF THE MINUTES: No quorum to approve minutes of October 8, 2024, November 14, 2024, and January 9, 2025 CITY STAFF REPORTS: Police Department: Officer J. Barrons said no change in crime. Code Report: Jason Francisco introduced our new code officer- Megan Root. She handed out reports and asked for any issues. Snowy sidewalks. Paint Program will be available (home owners & exterior paint)-a voucher needed from city to get paint and pictures of project. COMMITTEE REPORTS: Commissioner Report: from both Chris S. And Jessica- There is a New City Manager Search and hope to have one by May. Naming of snow plows. KMart Housing Project has some elements approved and another element on next weeks City Commission Agenda. Schools: BCPS and Lakeview School District: None Membership (new additions/deletions: Deletion of Tim Cole Beautiful Battle Creek Award (Residential and/or Business): None Business Report: None Networking Committee: The Grant to encourage new membership is completed and report filed with The Battle Creek Community Foundation by Tim Cole. OLD BUSINESS TO BE FINALIZED: None NEW BUSINESS: None NEW BUSINESS FO FUTURE MEETINGS: Interest in having someone from the Water Department come talk about the LEAD WATER PIPES mentioned in letter sent out to residents. SPEAKER: Regina Kilgore from Summit Point-Has sites at 175 College St., Battle Creek MI (First Step Intake Facility-24 hours Daily), 3630 Capital Ave SW, Battle Creek MI, Albion, MI (301 E. Michigan), Autism Center at 155 Garfield Ave, Battle Creek MI. FIRST STEP intake takes 2 hours (both adults and children)...includes a bio pysch exam, see one person, next person is an assigned therapist. Mike Gothberg-Was told to come to our NPC 3 meeting by the Planning/zoning Department to discuss his plans to buy and build market price Apartment Complex on the Old Lakeview Hospital site at 20th Street & Eldred St. He is interested in buying this property and has been in talks with the owner to have removed the stipulation that a medical facility had to be rebuilt there. Now he is in discussion with the residents surrounding this area and the City. Residents from Cameron Drive attended to get information and give any concerns they have. Mike brought pictures of what he would build, where they would be placed, lighting and parking. Next step is in front of the Planning & Zoning Commission in April. Letters for and against can be sent to this Commission before the April Meeting or attend in person. This property is for sale and anything could be built. all the city services (water,etc) are in existence from what was there and torn down. It was appreciated that he came to the NPC3 to present this project and get feedback.
