CENTRAL NEIGHBORHOOD PLANNING COUNCIL (NPC 3) Trinity Neighborhood Center 10 W. Bidwell, Battle Creek, MI 49015 April 10, 2025 CALL TO ORDER: TIME CONVENED - 7:00 pm ATTENDANCE: Members: Robert Kist, Cynde Foster, Gloria Mansfield, Jessica Lamson, Elisha Mayes, Bryan Mayes, Tim Conlogue (on phone) Absent: Jerry Dill, Penny Dill, Cari Briggs City Staff: BCPD Officer Barrons, Code Officer Megan Root, Commissioner Sherry Sofia, Community Development Helen Guzzo, Water Department Perry Hart Guests: BCPS Kelly Tews, Luke Perry, Mitch Fowler , and Tenijha O'Brien ADDITIONS OR DELETIONS TO THE AGENDA: Motion by Cynde Foster 2nd Gloria Mansfield to approve the minutes of 10/8/24, 11/14/24,1/9/25, and 2/13/25. CARRIED APPROVAL OF THE MINUTES: The minutes of October 8, 2024, November 14, 2024, January 9, 2025, and February 13, 2025 could not be approved as there was no quorum. CITY STAFF REPORTS: Commissioner Report: The search for the new City Manager has been extended as some have dropped out of the final 4. Then the public will be invited to meet. Texas Roadhouse has broken ground out at the mall, Olive Garden nearby, with Jack-in-the-box going where the old Gary Fields Comedy Club was on Capital SW. The plans for the Lakeview District (Beckley Rd area) were discussed, and the time frame for the plans. The Contractor that wants to develop the Old Lakeview Hospital property was denied permission to go forward with the project for now and told to refine plans and resubmit the zoning is T3 and he could build more than he submitted at the Planning/Zoning Commission Meeting. The Water problem was explained again by Jessica. She also mentioned inviting a new County Commissioner to speak. He is the first Burmese resident to be elected in our area. Schools: Battle Creek Public Schools and Lakeview School District: Luke, Mitch & Kelly handed out flyers about the upcoming Bond Vote on May 6, 2025, and what the money will be used for. Also that it WILL NOT increase taxes. Northwestern's work has been completed and there will be an open house to view the upgrades. Membership (new additions/or deletions): None Beautiful Battle Creek Award (residential and/or Business): None. No. Some were given when minutes could not be approved. On 10/8 R- 558 Fairfield Ave // B-915 Territorial Business Report: None Networking Committee: There was a small ad in shopper what a NPC is and listed them all. Old Business To Be Finalized: None New Business: None NEW BUSINESS FOR FUTURE MEETINGS: Contact Calhoun County Senior Services and County Commissioner Dominic OOh as speakers. SPEAKER: John Hart spoke to us about the small business website and how it can help someone start up a business (the steps needed to follow). SmallBusinessBattleCreek.com. Your Vision is our Business is their slogan. The development of the old Kmart site is in the preliminary site plan development; they finally got funding from the State. He told us of trying to match people with available properties to start a business in.
