Meeting Minutes – Wednesday, July 16, 2013 – Neighborhoods, Inc.
1. Call to Order & Welcome: The meeting was called to order at 7:00 p.m. by
Commissioner Andy Helmbolt.
2. Attendance: Members Present: Dave Salerno, Commissioner Andy Helmbolt, Mary
Conklin, Nathan Grajek; Absent: Sherry Sofia, John Hennink, Marcia Austin, Kim
Yarger, Chuck Yarger, Tricha Grajek, Kathleen Faris, John Walton, Rick Harrison,
Commissioner Dean Newsome, Helen Van Valkenburg, Mark Jones, David Nielsen,
Jonna Siano, Charitable Union, John Whittaker, Daniel Rall, & Laurie Sullivan; Guests:
Jim & Ruth Sykes, Eusebio Solis (Circuit Court Judge – nominee), Mary Juhnke, Jim
Baldwin, Dawn Wilkerson (NIBC), Officer Cody Longon, Officer Chris Klein, Terris Todd
(County Commissioner), Jim Haadsma (County Commissioner), John-Paul Wilson, John
Wright (Fremont Tomato Heads), & Todd Nowicki (Code Compliance).
3. Introduction of Guests/Members: Eusebio Solis introduced himself – he is running for
Circuit Court Judge. He has over 25 years of legal experience in Albion.
4. Additions or deletions to the Agenda: N/A
5. Approval of Previous Minutes: No quorum present.
6. Monthly Member Award: N/A
7. Chair Notes/Announcements/Correspondence: N/A

9. Old Business
‐ 255 Cherry – Ian Wright gave the individual living in the home two weeks to move
out. City inspectors were out on the property on July 16, 2014.
10. New Business
‐ The Park Party, which was scheduled on August 2, 2014, has been cancelled.
11. Action Items/Introductions: N/A
12. City Staff & Committee Reports:
a. City Commission Report – Andy Helmbolt reported Jim Blocker was appointed Chief
of Police by Interim City Manager, Susan Bedsole. They are hoping to present 10-
12 City Manager candidates by August 2014.
b. Police Department – Officer Chris Klein & Officer Cody Logan were in attendance;
however, were unable to provide a report due to the software upgrade.
c. Neighborhood Services – N/A
d. Code Compliance – Todd Nowicki reported they are still in the process of
conducting property surveys in the neighborhood. If there were any concerns, he
would be more than willing to take them back with him.
Residents Jim & Ruth Sykes were in attendance. They are concerned with a
vacant home, which was brought to the City’s attention a year ago; however,
there has been no action on either the owner of the home or the City. They
would like action take on the vacant home, which is located at 44-46 Wabash Ave
North. Todd Nowicki will be following-up and will report back at the next NPC
meeting in August.
e. County Commissioners Report –Jim Haadsma was in attendance. Jim invited
individuals to come out to the Ott Preserve as there has been quite a bit of work
done out there to improve the Ott. Bedford Township will be voting on a road
mileage July 31, 2014.
f. Beautiful Battle Creek Award Nominations – N/A
g. Membership – Jim Baldwin has been asked to be a member of NPC #4; however,
there was no quorum at the meeting.
h. Planning & Zoning Committee – N/A
i. Code & Ordinance Enforcement Committee – N/A
j. Public Relations Committee – N/A
13. Member/Public Comments: John Wright encouraged residents to assist at the Fremont
Garden, which is located on the corner of Fremont & Frelinghuysen. The Doty
Wildflower Association donated $1,200.00. There are a couple of phases of the
gardens: neighborhood program & beautification.
Eusebio Solis is running for Judge Kingsley seat. He has 26 years in private practice in
Albion; he has also done civil work, as well as County Commissioner.
Terris Todd is running for Kate Segal’s spot as her term is up.
Nathan Grajek is running for a seat on the BCPS Board.
14. Next Meeting: Wednesday, August 20, 2014, 7:00 pm at First Congregational Church 145
Capital Avenue NE in the Court Yard.
15. Adjournment: The meeting was adjourned at 8:55 pm.

Park Party on August 2, 2014 has been cancelled. The event will be rescheduled for next summer
allowing for parks department to remove graffiti from children's play equipment.
