Chair Notes/Announcements/Correspondence:
Emails were exchanged to invite and confirm having Jill Steele and Marci Gillette at the June 17, 2015 meeting to
discuss code compliance and compliance extensions. Todd Nowicki emailed the NPC to confirm that a local agent
living within 60 miles is required for rental properties. The city does not correspond directly with the agent. The
agent has no legal responsibilities to the city, just to the property owner.
Approval of Previous Minutes: April 15, 2015minutes could not be approved. We did not have quorum.
Presentation: Kara Werner of Habitat for Humanity discussed their home rehabilitation projects, minor home repair
aid and wheelchair ramp building programs.
Governmental Reports
Police Department Report: Officer could not stay because of staffing issue
Roads: Darren Campbell discussed upcoming road projects in the NPC.
Code Compliance Report and Community Development:255 Cherry continues to be a health and safety issue.
City Commission Report: Andy Helmboldt shared that the city is starting the master planning process, BCU and that
the city are negotiating their relationship as the city changes who and how Downtown will be developed. City has
recommended John hart be contracted.
County Commissioners Report: Jim Haadsma discussed the PACE program, which helps businesses to become more
“green” and energy efficient.
Battle Creek Public School Board Report: Nathan Grajek shared that Coburn School will close. Closing additional
buildings is still on the table. A special board meeting will be on June 8.
External Commission Reports:
Zoning Board of Appeals Report: May 12, 2015 meeting cancelled
Planning Commission Report: April 22, 2015 meeting cancelled
Historic District Commission Report: nothing in our NPC was on agenda for May 11, 2015
Housing Board of Appeals Report: nothing to report
Old Business
Update on the Byrne Innovation Grant: Key drivers of crime have been identified. Meeting on May 28, 2015 will
begin to identify solutions to these drivers.
Update on NIBC sponsored brochures- Greenstreet Marketing is assisting in the production of the flier. We need to
form Committee to put together pictures and text for the brochure. So far, no one has volunteered to help with this
process.
Nextdoor App membership continues to grow and lead to offline relationships.
Membership Committee still needs to review membership list and discuss additions and deletions.
New Business
In issuing a check to the NPC for the Youth Day of Caring, Hands On BC accidently made the check out to Kaytee
Faris and Neighborhoods Inc. In order to cash the check and hold the event, it was necessary to set up NIBC as a
fiscal sponsor for the NPC. At the NPC meeting on May 20, Kaytee Faris, Andy Helmboldt, and Mary Junkhe gave
signatures to NIBC to act as signers on the account. The funds from Hands On BC were used in full for the project.
The NIBC account holds zero funds. We are not required to use them as a fiscal sponsor in the future. Receipts and
documentation from the Youth Day of Caring event can be obtained by request to Kaytee Faris or Hans On Battle
Creek.
