Council Minutes – April 14, 2014
Meeting at Christ United Methodist Church
65 North Bedford Road
Call to Order: The meeting was called to order at 7:03 PM by Robert Whitfield, chair.
Attendance: Robert Whitfield, Chair; Carl Brockman; David Moore; Dale Stratton; Mary Lou Ramon;

Previous Minutes: March 10, 2014 minutes were approved by voice vote
Correspondence: N/A
Police Report: Officer Kurt Roth fielded questions from the council.
#1 Guest Speaker: Teresa Osborne – Community Health Care Connections – discussed the Affordable
Health Care Act (AHCA) and how they work to serve the under-insured and un-insured in our
community. The AHCA has assured the health plans now carry maternity care and drug rehabilitation.
Community Health Care Connections help to operate the Nursing Clinic of Battle Creek, Free Clinic, and
Mobile Clinic as well as arrange for Dental Care in exchange for volunteer services by the recipient.
#2 Guest Speaker: Laura Zalle – Battle Creek Community Foundation – discussed the “Leadership
Challenge Class” which is a community project affiliated with The Beacon Community Initiative.
They are to be partnering with Neighborhood Planning Councils to rejuvenate a park, playground or a
Community Calendar for events. We council will be updated in May as to the progress of this initiative.
Commissioner’s Report: Deb Owens discussed the Community Compost in Marshall upcoming event.
You can get more info on the city’s website at www.battlecreekmi.gov. The Department of Public Works
is taking community input on the downtown revitalization regarding the Festival Market Square. This
meeting takes place 4/23/14 6 P.M. at The Department of Public Works. The City Manager search is
continuing and a Facebook page has been established for community input.
School Report: Deborah Gregory from Battle Creek Public Schools discussed the upcoming board
meeting on 4/21/2014.
Code Report: Dennis McKinley – not present – forwarded the reports through the Chair. He also
wanted to alert the NPC of a tire disposal day on April 26, 2014 at the KCC parking lot – 9am to 1 pm.
Membership: Sara Schmanske had an excused absence.
Beautiful Battle Creek Award: 83 Bond as reported by Dale Stratton

Public Comment:
The following events were contributed by the group:
• Parkinson’s Awareness Day – 4/26/14 “10 A.M to 1 PM” at the Bronson’s parking lot. The
Corvette Club will be present.
• Calhoun County Tea Party – 4/24/14 at Burnham Brook “6:30 P.M. ” – Mike Peroutka and Art
Kale will be present.
• Leila Arboretum Golf Event – 5/9/2014 – Marywood Golf Course “8 A.M.” - $65 fee
• The Human Trafficking Hot Line is 1-888-373-7888. If you have any information to share, please
do not hesitate to call.
