1. Call to Order: Meeting was called to order by Chairman Robert Whitfield at 7:03PM. Chairman
Whitfield called for a moment of silence.
2. Attendance: Robert Whitfield, Rebecca (Runyon) Pierce, Deborah Owens, Fred Bachman, Dennis
MCKinley (staff), David Moore, Sara Schmanske, Joshua Fausey, Hal Longman, Kathy Antaya, Ratricia
Graw, Walt McIlroy, Cody, Longon (Police), Johnny Vick, Catherine LaValley, Paula Scarbrough, Terry
Lancaster, Beverly Case, Brian Steele, Mary Lou Ramon, Jenny Andersen, Donal Loomis, Brenda Hunt.

3. Chair Notes/Announcements/Correspondence; None
4. Additions/deletions to the Agenda: Chairman Whitfield made some minor changes to
accommodate the special program.
5. Previous Minutes: Not available
6. Police Report: Officer Longon answered questions regarding some specific properties/situations.
Basically, a quiet month. City continues study of Morgan Ave.
7. Guest Speakers: Candidates for County Treasurer, Christine Schauer and Brian Wensauer discussed
their ideas about all of the duties of the Treasurer's position.
8. Committee Reports (Comments limited to 3 min per topic)
School Report: Catherine LaValley reported that the school year got off to a good start with just a few
minor transportation problems. There are 8 people running for 3 open positions on the school board. The
Battle Creek Central swim team is off to a good start. "big splash".
Code Report: Dennis McKinley reported that the city was holding a conversation on Fair Housing on
October 13 at 5PM at the Salvation Army church at the corner of SW Capitzal and Union st. Battle Creek
contracted to have testing done on the Real Estate companies; some bias was in evidence. The Calhoun
County Lead Task Force will meet at the Kool Family Community Center on October 27 from 6:30 -
8:00PM regarding lead poisoning.
Beautiful Battle Creek; Sara Schmanske identified 38 E. Spaulding Ave.
9. Old Business: Paula Scarbrough reported on the Urbandale Fall Festival. Help setting up barricades,
will begin at 7AM.
10. New Business: none
11. Commissioner Comments: Commissioner Owens discussed the new business ordinances concerning
"adult businesses" in the Dickman business corridor and new ordinances giving the police better tools in
controlling loitering and panhandling. Fire Station #2 will hold an open house Saturday from 2 - 4PM.
